Under direction, performs complex technical and administrative work in the management of the San Joaquin County Enterprise Zone in the Employment and Economic Development Department; coordinates the delivery of economic development services to local employers and meets the responsibilities designated by the State of California Enterprise Zone program; and does related or other work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.
CLASS CHARACTERISTICS
An incumbent in this single position management class plans and directs the activities of the County’s Enterprise Zone program and supervises the work of staff. The position is responsible for coordinating the program and working with partner cities, businesses and other stakeholders located within the County that may benefit from financing and tax incentives, development incentives, and business assistance offered by the State of California’s Enterprise Zone designation.
TYPICAL DUTIES
Oversees the program and serves as liaison with the partner cities, businesses, other stakeholders and the State of California; coordinates activities and works with cities, businesses and other partners that may qualify for incentive programs; explains eligibility and assists with the application process.
Plans, organizes and directs outreach efforts to market the Enterprise Zone to County businesses; promotes the expansion and retention of local businesses; supports external marketing efforts by providing estimated Enterprise Zone benefits to companies that may relocate to the County.
Plans, organizes, directs, trains, and evaluates the work of staff; prioritizes and assigns work; analyzes and interprets new policies and procedures to staff.
Prepares strategic and operational plans, grant application and monitoring, annual plans and budgets; monitors incentive programs and awards; monitors credit voucher payments; prepares policy statements and procedures relevant to assigned area.
Directs program activities to identify need for revision or development of program elements; analyzes program; conducts staff meetings, monitors progress and analyzes program; develops procedures to increase program effectiveness.
Coordinates and schedules meetings for the Enterprise Zone Advisory Board; prepares meeting agendas, minutes and reports, as necessary.
Meets with department managers regarding program status and activities; develops forms and training to meet programmatic needs.
Makes presentations to councils, boards, businesses, and related groups regarding the Enterprise Zone programs; provides status reports; responds to or directs inquires to other appropriate agencies or divisions; may address public and private groups relative to programs; may attend program related conferences or seminars.
Prepares reports and correspondence for a variety of purposes, including State performance reports; may prepare various statistical data, as required; monitors program to ensure accountability to external agencies and/or funding sources.
Serves as liaison to the Economic Development Association and other agencies; assists to leverage resources and eliminate duplication of services.
May prepare marketing materials and various community outreach activities to promote programs, as assigned.
MINIMUM QUALIFICATIONS
EITHER PATTERN I
Education: Graduation from an accredited four-year college or university with a major in business administration, public administration, economics, marketing, or a closely related field.
Experience: Three years experience performing responsible technical, administrative or management work in the area of economic and business development, enterprise zone programs in a local, state, or regional agency, including one year in a supervisory position.
Substitution: Additional qualifying experience may be substituted for the required education on a year-for-year basis.
OR PATTERN II
Education: Graduation from an accredited four-year college or university with a major in business administration, public administration, economics, marketing, or a closely related field.
Experience: Two years as an EEDD Analyst III or Employment Training Supervisor in San Joaquin County Employment and Economic Development Department, including one year in a supervisory position.
Substitution: Experience performing responsible technical, administrative or management work in workforce development, economic development or related program may be substituted for the required education on a year-for-year basis.
AND
License: Possession of a valid California driver’s license
KNOWLEDGE
Principles and practices of economic development, enterprise zone, or other related incentive or employment and training programs; rules and regulations governing incentive based employment and training programs or economic development programs; management principles; marketing and public relations methods and strategies; techniques for gathering and analyzing information, including statistical data; budget and program management; principles of supervision; public speaking techniques; basic computer and modern office automation technology, including pertinent software.
