DEFINITION

Under general direction, performs responsible supervisory and managerial functions within the Public Health Education Division; and does related or other work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.

CLASS CHARACTERISTICS

An incumbent in this management class is responsible for the management and supervision of programs and staff assigned to the health education unit of Public Health Services; manages program budgets and grants.

TYPICAL DUTIES

  • Plans, organizes, coordinates and directs health education programs and activities.
  • Assists in assessing community needs in area of specialization; supervises and participates in the development, implementation and maintenance of programs and services designed to meet the public health educational needs of public and private organizations, school, community groups and the general public.
  • Selects, assigns, orients, trains, supervises, and evaluates staff; recommends discipline, as appropriate.
  • Develops, administers and manages program budgets; prepares grant proposals; manages grant funds and other reimbursement monies, as appropriate.
  • Directs and participates in the preparation and dissemination of health education informational material for other agencies, community groups and the public; develops and maintains general public information programs for Public Health Services; provides for program of health education research and preparation of appropriate reports, pamphlets, instructional aids and related written material; maintains records; prepares administrative reports and correspondence.
  • Directs and participates in the development of programs and services to interpret the work and the availability of services of the agency to public groups, other agencies and the general public, and to make the public aware of public health needs, problems, general health maintenance practices and methods of disease prevention and control.
  • Coordinates with Public Health managers and staff to plan and implement meetings, conferences, workshops and seminars; as assigned, attends similar outside activities as agency representative; makes presentations to groups; provides consultation and assistance to schools in developing health education programs.
  • Coordinates with other Public Health Services managers and staff to meet the health education phases of their specific activities; serves as consultant in development of various Public Health programs.

MINIMUM QUALIFICATIONS

Education: Possession of a master's degree in public health from an accredited university or college, with a specialization in a public or community health education program accredited by the Council on Education for Public Health.

Experience: Three years of increasingly responsible post-master's qualifying experience as a professional Public Health Educator, one year of which must have been in a supervisory or management capacity.

License: Possession of a valid California driver's license.

KNOWLEDGE

Principles and practices of public health education; organization, programs and trends in the various special areas of the public health field; basic psychology, sociology and economics; principles and practices of management planning, organization, direction and coordination; basic principles and methods of educational psychology and statistics; principles and practices of public relations and public information programs; principles and practices of employee supervision; principles and techniques of basic research, data gathering, analysis and presentation; basic computer and modern office automation technology and pertinent software programs; language mechanics; training procedures and development of instructional aids; state, federal and other public health agencies; laws and regulations governing the operation of a local public health agency.

ABILITY

Plan, organize and direct the activities and programs of a public health education unit; supervise and train staff; develop and write grant proposals for health education services and programs; develop and implement health education work plans in accordance with contract or grant-funded programs; manage programs in accordance with contract requirements and within contract budgets; express self effectively in writing to prepare a variety of technical, educational and informational documents; operate computers and related software; communicate effectively, both orally and in writing; make presentations before groups; develop and maintain effective working relationships with a wide variety of staff, agencies, officials, groups and the general public.
