Under direction, supervises and performs technical office work and various sub-professional duties by assisting professional Appraisers and Auditor-Appraisers with the assessment and appraisal of real and/or business/personal property; and does related or other work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.
CLASS CHARACTERISTICS
This is the supervisory-level class in the Property Technician series. Incumbents in this class supervise Property Technicians who perform field and office duties of a technical nature. Incumbents may also perform the most complex sub-professional assignments in the assigned work unit but are not responsible for independently conducting and completing property audits or appraisals.
This class is distinguished from the Property Technician class because the latter is the first level class of the series where incumbents do not supervise other Property Technicians.
TYPICAL DUTIES
Plans, organizes and supervises the work of a unit of Property Technicians who perform support duties related to property appraisal and/or assessment; assigns, reviews, and directs employee duties; evaluates employee performance; ensures that assignments are distributed among the employees in a way that maintains the flow and quality of the work.
Reviews employee work products for accuracy, completeness, timeliness, and compliance with standards; ensures that proper work methods are being utilized.
Orients new employees to the work unit and provides or coordinates training; ensures that employees understand and comply with department policies, procedures and standards; interprets departmental rules and standards based on management expectations.
Serves as a subject matter expert with regard to sub-professional property audit, appraisal and/or assessment support activities; responds to questions from subordinates as well as departmental professional and management staff; responds to moderately difficult inquiries from property owners, within scope of assignment; researches issues and prepares reports of findings as required.
Performs the more difficult technical work in the unit; gathers or prepares tools, guidelines, reports, and other documents to help subordinates perform assignments; prepares reports of unit activities; regularly updates management regarding any issues or concerns impacting areas of assignment.
Conducts meetings with unit staff; participates in departmental meetings or committees as assigned; attends conferences and trainings as assigned.
Enters and retrieves data from electronic data processing systems; establishes and updates records and information; generates correspondence; prepares input documents; assists in reviewing and preparing a variety of forms and documents.
May assist with appeal hearings.
MINIMUM QUALIFICATIONS
Experience: One year performing technical duties and responsibilities comparable to a Property Technician in San Joaquin County service.
License: Possession of a valid California driver’s license.
KNOWLEDGE
Principles and practices of employee supervision and training; basic principles of public administration, including general practices related to personnel management, payroll, labor relations, purchasing, inventory control, and systems development/maintenance; general office practices and procedures; basic mathematics, including geometry; basic principles of drafting; general terminology and practices related to real property appraisal and construction; basic principles and practices of accounting and bookkeeping; methods of researching and gathering information from property records, as well as tax and financial records; personal computer systems and standard office software; principles and practices of language usage, grammar and report preparation.
ABILITY
Plan, organize, and supervise staff performing sub-professional property appraisal or assessment work; evaluate and establish priorities for others and self; read and understand legal property descriptions; apply basic laws and regulations pertaining to the appraisal of real and business/personal property; measure accurately and prepare diagrams from measurements; determine structural features important to property appraisal; read and interpret basic construction blueprints, plans, and sketches; gather, read and understand tax forms and accounting documents; identify property categories that are important for audit or appraisal purposes; explain property tax and appraisal information to the public; perform mathematical calculations quickly and accurately; gather, summarize and transfer information accurately; establish and maintain effective working relationships; communicate effectively, both orally and in writing.
