DEFINITION

Under direction, performs specialized technical functions and provides oversight of an assigned Registrar of Voters’ program including election process management; and does related or other work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.

CLASS CHARACTERISTICS

This is the advanced-journey level class in the Elections Technician series. An incumbent in this class performs the most complex and specialized technical work in support of the elections process. The specific duties performed by an incumbent may be unique to the work area and, depending upon the assignment, usually requires a more advanced understanding of specialized equipment and/or technical subject matter.

TYPICAL DUTIES

  • Processes voter registration documents, vote-by-mail ballots, and other election related documents; verifies signatures on candidate nomination petitions and all other petitions; maintains and updates voter registration files; approves requests for vote-by-mail ballots; ensures compliance to all regulatory requirements.
  • Prepares a variety of reports, correspondence, forms, and other written communication; prepares and reviews statistical summaries of unit activity.
  • Responds to routine and complex questions/inquiries from candidates, representatives of candidates, office holders, election officials, voters and the public about campaign requirements, candidate filing requirements, financial disclosures, voting regulations, district and precinct boundaries, and other general election information; resolves inquiries and complaints from the public.
  • Researches and applies election laws, regulations, codes, and guidelines as they apply to the assignment; maintains knowledge of and implements new and existing departmental policies, procedures, and applicable laws, regulations, and guidelines; recommends changes to departmental policies and procedures.
  • Coordinates and/or participates in community outreach and voter registration activities as assigned; assists in developing trainings and course materials for use in outreach programs.
  • Assists Elections Technician Supervisor in the planning, organizing, and directing the work of subordinate staff including temporary workers and volunteers; assesses workloads to establish priorities; assists with selecting, training and evaluating staff; provides input on disciplinary matters; assures timely completion of work to meet deadlines as required by federal and state laws, codes and regulations.
  • Assists in the overseeing and coordination of the receiving, distribution, recovery, repair, and storage of election materials and equipment; helps maintain inventory of supplies and equipment; ensures that polling places are provided necessary elections materials and equipment; assures that staff are properly trained on the use of materials and equipment.
  • Issues receipts for ballots and supplies; trains staff and election officers on policies and procedures and state and federal regulations; evaluates polling locations for accessibility in compliance with state and federal guidelines; researches and maintains a database of polling locations in the Elections Management System.
  • May oversee deployment/collection centers for elections; may serve as a lead worker over office/clerical staff as assigned.

MINIMUM QUALIFICATIONS

EITHER PATTERN I 
Experience: One year of work experience in a California Elections Office at a level equivalent to Elections Technician in San Joaquin County service. 

OR PATTERN II 
Experience: Three years of responsible general clerical or office technical work, one year of which must have been in a California Elections Office functioning at the journey level. 

Substitutions: a) One year of business training in an approved vocational training program may substitute for one year of the above-required general clerical or office technical experience; OR b) Completion of 30 semester/45 quarter units at an accredited college or university may substitute for one year of the above-required general clerical or office technical experience. 

AND FOR BOTH PATTERNS
License: Possession of a valid California driver’s license.

KNOWLEDGE

Elections procedures;; provisions of federal and state elections law, codes, procedures and regulations; techniques of preparing, producing and disseminating technical information materials; advanced office practices and procedures; principles of planning and organizing work; methods of researching, gathering, organizing and reporting data; computer systems and computer software programs relevant to department operations; public relations techniques; advanced filing and record keeping systems; complex correspondence and report formats; arithmetical operations related to advanced clerical/technical/financial processes.

PHYSICAL/MENTAL REQUIREMENTS

Mobility-Frequent operation of a data entry device, repetitive motion, sitting for long periods, walking; occasional standing, pushing, pulling, bending, squatting, climbing, driving; Lifting-Frequently 5 pounds or less; occasionally 5 to 30 pounds; Visual-Constant good overall vision and reading/close-up work; frequent color perception and use of eye/hand coordination; occasional use of depth perception and peripheral vision; Hearing/Talking-Frequent hearing of normal speech, hearing/talking on the telephone, talking in person; Emotional/Psychological-Frequent decision making, concentration, and public contact; Special Requirements-Some assignments may require working weekends, nights, and/or occasional overtime; Environmental-Occasional exposure to varied weather conditions.
