Under supervision, performs routine security patrol work in providing for the safety and protection of patients, employees, visitors, medical staff, and the facilities and grounds operated by the Department of Health Care Services; and does related or other work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.
CLASS CHARACTERISTICS
This is the entry-level class in the Security Officer series. Employees of this class perform routine security work or may perform less routine duties under close supervision. Incumbents may work in a specific assignment such as foot patrol or vehicle patrol or may have general assignments within Health Care Services facilities. Incumbents must possess the ability to relate positively with persons from differing ethnic, economic, and social backgrounds by maintaining a courteous and helpful attitude when dealing with the public and staff.
TYPICAL DUTIES
Performs interior and exterior patrols to maintain a safe environment for patients, employees, visitors and staff; checks for unlocked doors, fire exit alarms, safety hazards, and adequate lighting; makes contact with all persons not properly identified to assure their authorized presence.
Responds to emergencies and provides assistance as needed; assists in restraining of patients when asked by physicians or nursing staff.
Provides for and follows lockup and unlocking procedures pursuant to department time schedules; unlocks doors during night and weekend hours to admit authorized personnel.
Observes and reports, as required by law and agency policy, all activities that constitute assault or battery or threaten the safety or security of the patients, employees, staff, visitors and facilities.
Provides assistance and/or information as required in order to maintain safety, security, and good public relations; escorts the public and staff to their vehicles.
Enforces rules and regulations pertaining to safety, security, fire prevention and parking at the facility; issues parking violations on County property.
Prepares daily activity, incident, traffic, inspection and other security reports as they pertain to the scope and purpose of the department.
Interacts with patients, physicians, employees, vendors and visitors in a friendly and cordial manner and promotes a positive image for the facility.
Attends scheduled training sessions as required.
Maintains security post; maintains radio communication with officers on patrol; monitors video surveillance cameras and security alarms as related to facility access doors; greets visitors appropriately; issues visitor passes; answers phones.
MINIMUM QUALIFICATIONS
EITHER PATTERN I
Experience: Six (6) months in law enforcement, security guard work or military service.
OR PATTERN II
Education: Completion of a POST certified Basic Peace Officer Training Academy (Level I Reserve Course); or (2) completion of 60 semester units at an accredited college or university, including at least 12 semester units in criminal justice, police administration, social or behavioral sciences or business administration.
AND FOR BOTH PATTERNS
License: Possession of a valid California Class C Driver’s License.
KNOWLEDGE
Buildings and grounds security procedures, building safety, personal safety and fire protection procedures; basic public relations; applicable codes and regulations; departmental policies and procedures pertaining to security activities; professional ethics; and officer safety.
ABILITY
Understand and follow written and oral instructions; prepare written reports; perform routine security tasks; apply pertinent codes and regulations; perform simple arithmetic calculations; communicate effectively; operate two-way radio communications equipment; establish and maintain effective working relationships; work varied shifts; physically restrain patients/visitors; stay calm under stress or emergency situations; use independent judgement and adopt quick, effective and responsible course of action; be honest and tactful in both pleasant and unpleasant situations; function as a liaison between Department of Health Care Services facilities and local law enforcement agencies.

Mobility-Frequent sitting, walking, pushing/pulling, bending/squatting and stair climbing; occasional standing for long periods; Lifting-Occasional lifting of over 70 pounds, restraining, lifting, turning of heavy objects or people; Vision-Constant use of overall vision; frequent need for hand-eye coordination and depth perception; occasional reading and close-up work, field of vision/peripheral and color perception; Dexterity-Normal dexterity, frequent writing and grasping; occasional holding and reaching; Hearing/Talking-Frequent hearing and talking on the telephone and in person; Emotional/Psychological-Frequent concentration; occasional public contact and decision making; Environmental Conditions-Constant working weekend/nights or evenings.
