Under general supervision, coordinates, performs, and enforces patrol and inspection duties in support of security operations at Stockton Metropolitan Airport; ensures compliance with security regulations; provides and/or assists with emergency response; and does related or other work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.
CLASS CHARACTERISTICS
An incumbent in this class is responsible for management of the Airport’s Security Program and for ensuring compliance with Transportation Security Administration (TSA) requirements and Title 49, Part 1542 of the Code of Federal Regulations (49 CFR 1542). Performs program related and day-to-day security and facility operations and maintenance. This class is distinguished from the Airport Operations classification series in its focus on, and programmatic responsibility for, the security program. Work is performed under minimal supervision, exercises considerable independent judgment and initiative, and may provide occasional direction to lower level staff in matters related to airport security operations.
TYPICAL DUTIES
Manages the Airport’s Security Program to ensure compliance with TSA standards and mandates at boarding gates and airport facilities and grounds; maintains and updates the Airport Security Program, policies, or other security related documents; and enforces related County ordinance.
Maintains Airport Access Control System (Badging System), including auditing files and access media for correct information, and updating and renewing access media as necessary.
Coordinates airport safety and security procedures and emergency response activities with regulatory and contracted agencies; makes appropriate notifications; serves as Airport liaison with TSA for security purposes.
Prepares and maintains a variety of related reports, logs and correspondence, such as operational correspondence and investigations responses to TSA; responds to requests for information from TSA, federal and local law enforcement agencies, and airport stakeholders.
Inspects, reviews, documents, and initiates corrective actions of tenant facilities, terminals, and airport grounds for compliance.
Conducts multiple comprehensive security assessments, audits, and security tests; assists with processing security violations as outlined in the Airport Security Violation and Progressive Security Enforcement Fee Program.
Provides recommendations to administrators and managers regarding training; coordinates, organizes, develops, and facilitates training programs, standard operating procedures, and other related programs; prepares training related to airport security and program related materials; attends trainings.
Attends construction coordination meetings and other airport sponsored/tenant meetings to discuss security topics/compliance; performs related duties and fulfills responsibilities as required.
Inspects airport facilities, grounds, and equipment to ensure compliance with 49 CFR, Part 139 safe operations, including airfield pavement, lighting and marking, aircraft parking, and fencing; implements and monitors the Wildlife Hazard Management Plan; coordinates maintenance and repairs with maintenance and other staff
Patrols airport to ensure compliance with federal aviation regulations, airport policies and ordinances, uniform fire codes, and other related requirements; observes runway conditions and issues Notices to Airmen (NOTAMS) to advise airlines and others of conditions; observes and reports improper, illegal, or hazardous activities or conditions to proper authorities; coordinates repairs and maintenance with County staff or outside vendors, as necessary.
Greets and assists airport users, tenants and the general public; may transport the public on airport grounds; may conduct tours of Airport facilities as directed; promotes good public relations.
MINIMUM QUALIFICATIONS
EITHER PATTERN I
Education/Experience: Bachelor’s degree from an accredited college or university with major coursework in aviation management, aviation business administration, or a related field and one year of full-time experience in aviation/airport security functions at a level equivalent to San Joaquin County’s Airport Operations Specialist as described in 49 CFR 1542.
OR PATTERN II
Experience: Three years in aviation/airport security functions at a level equivalent to San Joaquin County’s Airport Operations Specialist as described in 49 CFR 1542.
AND FOR BOTH PATTERNS
Certificates: One or more of the following certifications issued by the American Association of Airport Executives (AAAE) are desirable: Airport Certified Employee-Security (ACE), or Airport Security Coordinator (ASC). As a condition of continued employment, must obtain ASC within 2 weeks of appointment and ACE within 12 months of appointment.
Special Requirements: Upon offer of employment, must pass all background requirements as stated in the Code of Federal Regulations Title 49, Parts 1540, 1542 and 1544.
License: Possession of a valid California driver’s license.
