Under general direction, performs responsible administrative work in planning and coordinating inmate programs, and does related or other work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.
CLASS CHARACTERISTICS
An employee in this single position class is responsible for planning, organizing, and directing educational, recreational, and religious programs, coordinating volunteer programs and services; and coordinating with other inmate programs for county custody facilities.
TYPICAL DUTIES
Plans, develops, implements, and promotes inmate programs; gathers and analyzes information to identify necessary services and inmate needs; designs or modifies existing programs.
Assigns, trains, and evaluates staff who operate or assist with inmate programs and services.
Recruits, trains and supervises volunteers who operate or assist in a variety of inmate programs; coordinates programs with jail staff. private and public agencies and individuals and other County departments; assists in developing volunteer operated programs.
Interviews inmates regarding a variety of personal problems; assesses or arranges for assessment of inmate needs, identifies referral resources to assist inmates in resolving problems, may serve as an inmate advocate.
Identifies facilities, equipment, and materials necessary to operate inmate programs, oversees budgets for inmate programs.
Acts as liaison to various community groups, agencies and the public; presents information on inmate needs and programs to the community.
Prepares correspondence and reports; participates in budget development.
MINIMUM QUALIFICATIONS
Education: Bachelor’s degree from an accredited college or university with a major in business administration, public administration, recreation administration, social or behavioral sciences, criminal justice, or related field.
AND EITHER I
Experience: Two years managing or providing educational, recreational, or rehabilitative programs for inmates.
OR II
Experience: Two years of administrative or supervisory experience in programs providing educational, rehabilitative or counseling services to disadvantaged clients, including responsibility for planning and implementing programs, supervising paid and volunteer staff and coordinating with community resources.
Substitution: Additional-qualifying experience in either of the above patterns may substitute for the required education on a year for year basis to a maximum of two years.
KNOWLEDGE
Principles and practices of program management and budgets, principles and practices of supervision and training; fundamental requirements for inmate programs under Title 15; public relations techniques basic principles of social casework; principles of interviewing; principles of report writing; community resources for inmates and inmate families; basic principles of human behavior; multi-cultural familiarity.
