Under direction, functions as a second-line supervisor and coordinator of inmate labor services in the Sheriff's Central Services Division; and performs related or other work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.
CLASS CHARACTERISTICS
This is the second-level supervisory class in the Sheriff's Inmate Labor Specialist series. An incumbent of this class supervises and coordinates a variety of complex inmate labor activities in order to meet the needs of the Sheriff's Office and the community. The incumbent has overall responsibility for the Department's daily deployment of inmate labor in various Central Services areas including, but not limited to, housekeeping, laundry, grounds keeping, Community Corp, and Cal Trans services.
TYPICAL DUTIES
Supervises, plans, coordinates and directs inmate labor services for the Sheriff's Central Services Division; assures the daily deployment of inmate labor to perform various duties in these work areas and coordinates the use of inmate workers for the Sheriff's Office and various community programs; reviews deployment schedules to assure the best use of the available work force.
Selects, assigns, trains, and evaluates the work of subordinate supervisory and other staff; determines staffing needs and assignments; identifies staff development needs.
Meets regularly with Central Services management staff to solicit and receive input regarding existing, new and potential work projects; may meet with other Sheriff's staff and/or community representatives as assigned; analyzes projects to determine labor needs; develops plans and proposals for utilization of inmate labor; converts labor requests into action plans and communicates plans to subordinate staff.
Develops and recommends policies and procedures for inmate labor activities; develops working procedures to help ensure efficiency of operations and safety of inmates/staff during work assignments; develops and maintains cooperative and productive internal and external relationships.
Directs the use and maintenance of complex record keeping systems, including various computer databases; coordinates the posting and retrieval of inmate labor data; reviews and analyzes utilization and other data; monitors trends and identifies problem areas; develops recommendations and management reports; prepares letters, memoranda and other documents.
Coordinates the investigation of inmate complaints regarding issues such as work assignments and disciplinary actions; works with other Department staff to resolve problems and procedural issues or implement special projects; develops quality control procedures to assure appropriate use of personnel, supplies and equipment.
May participate on committees and attend meetings; may assist with budget preparation.
MINIMUM QUALIFICATIONS
EITHER I
Experience: 1) One year as a Sheriff’s Inmate Labor Specialist III in San Joaquin County service; or 2) Two years as a Sheriff’s Inmate Labor Specialist II in San Joaquin County service.
Substitution: Individuals who, on January 12, 2000, are employed in the San Joaquin County class of Sheriff’s Inmate Specialist II will be deemed to possess this required experience.
OR II
Experience: Four years directing/monitoring a crew of laborers or inmates, including at least three years in a correctional/custody facility and two of those years at a level comparable or higher than Sheriff’s Inmate Labor Specialist II in San Joaquin County service.
OR III
Substitution: Three years serving in a peace officer or limited peace officer status position.
AND
License: Possession of a valid California Driver’s License. Depending upon the assignment, a “Class B” license with a passenger endorsement (bus driver’s license) may be required.
KNOWLEDGE
Principles and practices of employee supervision and motivation; general legal requirements for inmate programs; cultural, normal and abnormal human behavior; techniques of conflict resolution; general procedures and practices of an inmate custodial facility; methods of gathering, organizing and interpreting data; general office practices, including basic computer use; report writing techniques.

Train and supervise subordinate staff; plan, schedule and assign work; understand, interpret and apply written regulations and other job related material; analyze and develop work projects and propose inmate labor strategies and plans; assign, direct and monitor inmate laborers; establish and maintain effective working relationships with a wide variety of people; communicate effectively, both orally and in writing; make decisions and implement appropriate action.
