Under direction, performs responsible managerial work overseeing the operation of the Sheriff's Jail Industries Upholstery Program including training and instructing inmates in the technical work of the shop; and does related or other work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.
CLASS CHARACTERISTICS
An employee in this class is responsible for managing the administrative and technical operations of the Sheriff's Jail Industries Upholstery Program. The incumbent also supervises and participates in technical training and job placement activities for inmate participants.
TYPICAL DUTIES
Plans, organizes, develops, administers, directs and implements programs and activities for inmate workers learning how to upholster furniture, autos, office modular systems and similar items through the Jail Industry Upholstery Program; oversees the daily operations as well as the administrative and support aspects of the Program; develops and administers the technical instruction program encompassing all aspects of upholstery-related work.
Selects inmates for participation in the Program; provides technical training, instruction, and supervision for Program participants on all aspects of the upholstery trade; plans, schedules and coordinates inmate work to accomplish department goals and maximize revenue; evaluates participant progress.
Establishes and administers appropriate and standardized tests for potential inmate trainees, as well as Upholstery Program participants and graduates, based on commonly accepted adult education methods and upholstery standards; establishes competency criteria and graduation requirements.
Serves as a customer liaison to County departments, local municipalities and other user agencies; analyzes and advises on current and future upholstery product and/or service needs; provides cost estimates and establishes work plans.
Markets Program products and services to potential clients, consumers and inmate trainees; identifies and makes contact with governmental agencies and non-profit organizations to identify needs and offer products and services; works with Sheriff's staff to encourage and facilitate inmate participation; coordinates Program activities with other inmate educational and vocational program staff; develops and maintains appropriate publicity and public awareness regarding the benefits of the Program.
Facilitates job placement in the upholstery trade for qualified Program graduates; develops and maintains a liaison with resource agencies providing placement; identifies and develops new job placement opportunities for Program graduates; manages and provides follow-up services for Program graduates as appropriate.
Develops and manages a variety of Program activities to facilitate revenue generation, financial accountability and fiscal responsibility; develops and maintains purchasing, inventory, quality control, pricing and billing systems; assures appropriate financial accounting of revenues and expenditures; makes recommendations to senior management regarding policies and procedures to improve Program efficiency and reimbursement.
Manages the procurement, implementation and maintenance of appropriate technology and support systems including proprietary software as needed to support Program activities and goals.
Develops and presents complex narrative and statistical reports for senior management and/or others as required; participates in budget development and maintenance and provides recommendations for budgetary adjustments as appropriate.
May supervise subordinate staff as assigned.
MINIMUM QUALIFICATIONS
Experience: Six years of experience performing upholstery work including at least three years at a supervisory level that involved cost estimating, project management, purchasing of supplies/materials, employee training, marketing and customer service.
Special Requirement: Must possess a Teaching Credential in Upholstery approved by the the State of California.
License: Possession of a valid driver's license equivalent to "Class C" or higher in California.
KNOWLEDGE
Principles, techniques and practices of the upholstery trade and small business management including project estimating, time management, purchasing, business marketing and customer service; principles, techniques and practices of employee supervision and training; general principles of human behavior, particularly those related to adult learning models; basic mathematics, statistics and accounting; financial record keeping and inventory systems; advanced report writing techniques; advanced principles, practices and techniques of public relations; basic office technology including computer software and systems applicable to the upholstery trade.

Develop, implement and manage an upholstery program that utilizes inmate workers; develop and implement policies and practices to meet program goals and objectives; identify participant selection, training, and evaluation criteria; provide training and instruction to inmates in all areas of the upholstery trade; plan, schedule, and direct the work of inmates doing upholstery; estimate upholstery costs; market upholstery products/services; facilitate job placement of qualified inmate graduates; communicate effectively orally and in writing; establish and maintain effective working relationships with others; develop and maintain complex business records and reports to support business and marketing decisions; utilize office technology and computers to support the upholstery business.
