Under general direction, performs administrative law enforcement work in directing the activities of an assigned division in the Sheriff’s Department; and does related or other work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.
CLASS CHARACTERISTICS
The Sheriff’s Captain is responsible for the effective organization and administration of one of the divisions in the department.
TYPICAL DUTIES
Plans, organizes and directs all functions of the division; advises subordinate officers on complex operational problems.
Confers with an Assistant Sheriff on policy matters and procedures. May act for the Assistant Sheriff as assigned.
Ensures and evaluates division effectiveness and adherence to department policy.
Recommends changes in departmental/divisional rules and procedures as dictated by new court decisions, legislation or modern police and administrative practices that affect the division’s operation; assists the department in ensuring emphasis is placed on community-based policing, familiarization between law enforcement and the community, and collaborative problem solving.
Assists in identifying training needs; establishes and conducts comprehensive in-service training programs for subordinates; may participate in conferences or seminars.
Assists in selecting personnel for promotion and new hire; reviews applications and conducts interviews.
Receives complaints from citizens concerning the division; initiates appropriate action within his/her jurisdiction.
Represents the department at meetings and public appearances as directed; works in collaboration with community-based organizations to develop and maintain positive relations, prevent and resolve issues, gain compliance, and build trust.
Coordinates activities with other law enforcement and public agencies; insures cooperation of subordinates.
Answers correspondence, prepares reports, and conducts special studies.
MINIMUM QUALIFICATIONS
Experience: One year as a Lieutenant in the San Joaquin County Sheriff’s Department.
Licenses and Certificates: Possession of a valid California driver’s license and an Advanced Certificate issued by the California Commission on Peace Officers Standards and Training.
Special Requirements:Meet and maintain minimum standards required for peace officers as set forth in Sections 1029 and 1031 of the California Government Code.
KNOWLEDGE
Principles and practices of police administration; modern law enforcement principles, practices and resources, including principles of community-based policing and conflict de-escalation; laws and ordinances governing Sheriff responsibilities; Sheriff department responsibilities, policies, and functions; public relations principles and practices, police report writing techniques; basic budgeting principles; human behavior; social aspects of law enforcement; basic cause and treatment of delinquent and criminal behavior.

Implement complex assignments requiring organization of material and development of procedures; analyze complex police problems and adopt effective and reasonable courses of action; be honest, fair, equitable, and tactful in both pleasant and unpleasant situations; plan, assign, supervise, and review the work of subordinate personnel; speak and write effectively; research and analyze data and prepare reports; reach quickly and calmly in emergencies; establish and maintain effective working relationships with other public officials, police agencies and the general public.
