Under direction, coordinates various components of the Sheriff’s Team of Active Retired Seniors (S.T.A.R.S.) program for the San Joaquin County Sheriff’s Office; and does related or other work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.
CLASS CHARACTERISTICS
This is a non-sworn class in the Sheriff’s Office. The incumbent is responsible for the coordination and day-to-day operations of the S.T.A.R.S. program, as well as related programs such as Explorers/Cadets. The incumbent has significant authority and discretion over functional procedures and operational strategies and may supervise subordinate clerical, technical or administrative staff. Direction is received from the Area Commander/Lieutenant who has administrative responsibility for overall planning and development of the S.T.A.R.S. and related programs.
TYPICAL DUTIES
Develops community support for the S.T.A.R.S. and related programs; makes presentations to various community organizations, businesses and individuals; identifies program needs, financial and otherwise; seeks and facilitates donations of time, money, and/or other materials and services from individuals and/or community service organizations; coordinates special fundraising activities or events.
Maintains liaison with other divisions and/or units within the office in order to support Sheriff’s operations in San Joaquin County; develops positive relationships with a variety of public and private agencies, as well as individuals, in order to facilitate program objectives; may identify needs for new program services; as assigned, develops and presents proposals and strategies for such new program services.
Coordinates the recruitment, interviewing, selection and training of community volunteers for the S.T.A.R.S. and related programs; conducts routine background checks of selected volunteers; coordinates and supervises volunteer work and performance and insures compliance with program rules and regulations; resolves personnel problems using established procedures.
Develops and implements program policies and procedures; develops curriculum and conducts volunteer orientations and special training programs; monitors program effectiveness by gathering, compiling, and organizing program statistics and records; regularly updates Sheriff’s administration through presentation and status reports.
Submits ongoing expenditure requests as needed; monitors program expenditures and provides administrative reports; prepares budgetary projections for program materials, supplies and equipment.
Prepares correspondence; may provide information to various members of the media; may serve on committees and task forces.
MINIMUM QUALIFICATIONS
EITHER PATTERN I
Experience: Two years as a Civilian Crime Prevention Program Assistant in San Joaquin County.
OR PATTERN II
Education:Completion of 30 semester units from an accredited college or university including at least 12 units in a social or behavioral science.
Experience: Four years of administrative and/or analytical experience in a public, non-profit, or private agency which included one year of program marketing, program promotion, volunteer coordination, and program fund raising activities.
Substitution: Additional education may be substituted for the required experience on a year to year basis up to two years.

License: Possession of a valid California driver’s license.
KNOWLEDGE
Principles and practices of fundraising and public relations; basic principles of group dynamics and interpersonal communication; principles and practices of supervision; interviewing techniques; techniques for motivating volunteers and employees; basic principles of business organization and management; methods of program development and implementation.

PHYSICAL/MENTAL REQUIREMENTS
Mobility – frequent operation of a data entry device and sitting for long periods of time; occasional standing for long periods of time, walking, pushing/pulling, bending/squatting, driving, and climbing stairs. Lifting – frequently 5 lbs or less; occasionally 5 to 30 lbs. Visual – constant use of overall vision and reading/close-up work; frequent need for color perception, hand/eye coordination, and field of vision. Dexterity – frequent holding, reaching, grasping, repetitive motion, and writing. Hearing/Talking – frequent hearing of normal speech, hearing on the telephone, talking in person and on the telephone. Emotional/Physiological Factors – frequent decision making, concentration, and working alone; occasional public contact. Special Requirements – some assignments may require occasional working weekends, nights, and/or occasional overtime. Environmental Conditions – occasional exposure to noise, dust, and poor ventilation.
