Under general supervision performs hazardous material inspections, and provides other technical assistance; and does related or other work as required in accordance with Rule 3, Section 3 of the Civil Service.
CLASS CHARACTERISTICS
This classification is the journey level class in the Hazardous Materials Specialist series. An employee in this class is a full journey level Hazardous Materials Specialist responsible for hazardous material inspections, emergency hazardous material response and providing other technical assistance.
TYPICAL DUTIES
Inspects businesses for compliance with state hazardous material laws; verifies presence of on-site business plan, site map, spill and safety equipment, accurate chemical inventory and proper storage of chemicals.
Reviews hazardous material business plans for completeness, accuracy and content; provides technical assistance to businesses in preparing chemical inventories and developing spill, release and evacuation procedures.
Responds to hazardous material incidents; samples and identifies unknown substances; properly handles hazardous material for disposal; recommends or provides remediation; equips County hazardous material response vehicle; cleans and maintains equipment and supplies; uses protective hazardous material equipment.
Determines fees charged to businesses according to types and quantities of hazardous material stored; adjusts fees in response to changes in chemical inventory.
Prepares incident reports, correspondence; maintains equipment inventory and maintenance records.
May provide incident response training to first responders and other agencies; may provide hazardous material safety training to various businesses.
Prepares a variety of reports and correspondence.
MINIMUM QUALIFICATIONS
Education: Completion of sixty semester units or equivalent quarter hours in an accredited college or university with major coursework in chemistry or a physical, biological or fire science, or a closely related field.
Experience: Two years experience in emergency response or the regulation of hazardous material, including responsibility for hazardous material evaluation and recovery, including at least one year at a level equivalent to Hazardous Materials Specialist I in San Joaquin County.
Licenses and Certificates: Possession of a valid California driver's license; and certification from the State of California as a Hazardous Materials Specialist. Incumbents hired prior to the adoption of this classification will not be required to have the Hazardous Materials Specialist certificate.
KNOWLEDGE
State and Federal laws, rules, and regulations pertaining to hazardous material; methods, techniques and practices used in the determination and elimination of hazardous waste material; knowledge of transporting and disposing of hazardous waste material and toxic substances; proper hazardous material emergency response techniques.
ABILITY
Investigate, evaluate findings and prepare recommendations for elimination and control of hazardous material; work accurately and effectively under pressure; meet physical requirements; write clear, concise reports; deal effectively with members of the business community, other public agencies and the general public.
