DEFINITION

Under direction, coordinates the provision or arrangement of a variety of behavioral health (inclusive of mental health and substance use disorder) health consumer services at one or more County programs; works with community-based agency staff to implement recovery services; supervises County staff as required; and performs other work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.

CLASS CHARACTERISTICS

An incumbent in this classification is responsible for coordinating programs and direct client service delivery as assigned in one or more County programs. An incumbent works independently, utilizing skilled judgment and knowledge in the performance of most duties.

TYPICAL DUTIES

  • Coordinates behavioral health consumer or family member, with one or more County programs to provide peer support and recovery-oriented services; represents behavioral health consumer interests in planning and operations of various County programs. 
  • Coordinates consumer employment support services as assigned. 
  • Educates consumers and family members about recovery and available services; trains staff about consumer and family-driven behavioral health care. 
  • Implements internal policies and procedures to meet program objectives; may coordinate the determination of client eligibility for program participation; tracks and documents various program activities for reporting purposes to maximize program efficiency. 
  • Assigns, directs and evaluates staff as required; establishes performance expectations and criteria; may recruit, select, train and oversee volunteers to work in the program; provides orientation and training for employees and/or volunteers; schedules and attends staff and other meetings. 
  • Investigates and documents complaints, and informs users of any applicable appeal process; implements quality control practices and monitors staff performance to assure that the program is operated properly; develops and coordinates meetings and workshops as assigned to inform and educate the public of program availability. 
  • Assures program compliance with funding source; meets funding/contract source documentation requirements including statistical and/or narrative reports; prepares a variety of reports and correspondence; may complete special projects; may coordinate and/or participate in special community events.

MINIMUM QUALIFICATIONS

EITHER PATTERN I 
Experience: Two years as a Behavioral Health Outreach Worker in San Joaquin County service. 

OR PATTERN II 
Experience: Three years progressively responsible paid work experience providing community based behavioral health services, or working alongside community based organizations that provide behavioral health services to culturally diverse groups. At least one year must be in a lead capacity or coordinating a program or services related to behavioral health consumer services.

AND 
License: A valid California driver’s license. 

Special Requirement: 1) Must self-identify as an individual with lived experience of the recovery process related to mental illness or substance use disorder either through personal experience or as a care giver or family member. 2) Must be a Certified Medi-Cal Peer Support Specialist and obtain Department of Health Care Services approved Peer Support Supervisory certificate.

KNOWLEDGE

Basic individual and community behavioral health needs and problems; behavioral health organizations and resources; basic principles of human behavior; basic report writing, data gathering and recordkeeping practices; principles and practices of supervision; principles of staff planning and utilization; basic computer and modern office automation technology relevant to department operations; principles of effective oral and written communication; public relations techniques.

ABILITY

Work with and supervise staff, groups and volunteers; understand and work effectively with diverse cultural and ethnic groups; work with individuals with severe and persistent behavioral health problems; make presentations to highly diverse community groups; establish and maintain effective and cooperative working relationships with staff, volunteers, clients and the general public; basic principles of teaching and counseling; maintain confidentiality of consumer issues; coordinate a wide variety of programs; communicate effectively, both orally and in writing; operate basic computer and modern office automation technology, including pertinent software; prepare reports and correspondence; plan, organize, coordinate and monitor the work of providers, consumers, and staff.

PHYSICAL/MENTAL REQUIREMENTS

Mobility-Operating a data entry device; occasional sitting, standing and walking for prolonged periods of time; occasional bending, stooping, and reaching overhead. Lifting-Frequently 5 pounds or less; occasionally 5 to 30 pounds. Vision-Constant good overall vision and reading/close-up work. Dexterity-Normal dexterity with frequent writing and repetitive motion. Hearing/Talking-Frequent hearing of normal speech, hearing/talking on the telephone, talking in person. Emotional/Psychological-Normal concentration and decision making; frequent public contact; occasional public speaking; occasional exposure to emergency situations, trauma, grief or death; occasional working alone. Special Requirements-May require working weekends/nights/overtime; Environmental Conditions-Occasional exposure to varied weather conditions.
