DEFINITION

Under general direction, supervises, coordinates, monitors, and trains staff investigating communicable disease cases; also participates in the investigation of communicable disease cases; and does related or other work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.

CLASS CHARACTERISTICS

This is the working supervisor level class in the Communicable Disease Investigator series. An employee in this class is responsible for the direct supervision and training of Communicable Disease Investigators and participates in the investigation of communicable disease cases.

This class differs from Communicable Disease Investigator as the latter is the entry level where emphasis is placed on learning investigation methods, procedures, and policy under supervision. This class is further distinguished from the lower-level class Communicable Disease Investigator as incumbents in this class are responsible for handling the more complex cases and providing direction, training, and supervision to assigned staff.

TYPICAL DUTIES

  • Supervise the activities of staff who conduct investigations of communicable diseases; assigns, trains, directs, coordinates, monitors, and evaluates the work of assigned staff; helps select staff as needed; assists with disciplinary action when appropriate.
  • Provide training and direction regarding proper methods and procedures of communicable disease investigation and monitor the progress and needs of assigned staff.
  • Investigates cases of communicable disease through field visits; conducts field investigations to locate suspected infected persons; makes referrals for medical examination and/or treatment; interviews suspected or diagnosed clients and their contacts; conducts follow-up interviews and provides counseling to ensure treatment program is followed.
  • Prepares and conducts informational and educational presentations to community groups and high-risk individuals regarding communicable diseases, effects, and prevention.
  • Maintains communicable disease investigation records; enters data into structured data bases, and prepares reports.
  • Maintains cooperative relationships with patients, health care professionals, and local officials and agencies on communicable disease reporting and control.
  • Collects specimens and draws blood for purposes of testing for communicable diseases.
  • Assists in enforcement of public health laws, regulations, ordinances, and health orders; serves legal orders from the Health Officer.

MINIMUM QUALIFICATIONS

EITHER PATTERN I 
Experience: Two years as a Communicable Disease Investigator in San Joaquin County Service. 

OR PATTERN II 
Education: A bachelor’s degree from an accredited college or university in biological sciences, health science, public health, behavioral sciences, or a related field. 

Experience: Two years of communicable disease investigation experience in a public health department or agency. 

Certification: Possession of a State of California Phlebotomy Certification as a Certified Phlebotomy Technician I. 

Substitution: Additional experience working in a public health department or community based or medical organization in the provision of community based health services such as communicable disease investigation, treatment and control, health education, counseling, interviewing, or a closely related field may be substituted for the required education on a year-for-year basis up to two years. 

AND
Licenses: Possession of a valid California driver’s license. 

Special Requirement: During the probationary period incumbents will be required to successfully complete HIV/AIDS counseling and/or sexually transmitted disease certification.

KNOWLEDGE

Principles and practices of supervision including training, coaching, counseling, and staff development; methods and techniques of investigation; communicable disease prevention; methods of transmission, diagnosis and treatment of communicable diseases; public health law related to communicable diseases; health education methods; principles and practices of diagnostic testing; medical recordkeeping methods; basic computer and modern office automation technology and computer software programs relevant to department operations.

ABILITY

Supervise, direct, train, and motivate staff; develop and promote teamwork; prepare material for training staff; elicit and record complete and accurate medical information, frequently through an interview process; identify medical conditions which require immediate consultation with the physician; follow protocols established by public health professionals; conduct diagnostic testing; recognize the behavior and attitudes that influence individual high risk behaviors; provide guidance and health instruction to patients; work with high risk clientele; work independently; operate basic computer and modern office automation technology, including pertinent software; communicate effectively, both orally and in writing; make presentations to groups regarding communicable disease control.
