Under direction, supervises employment training staff in the performance of complex technical and administrative work in areas such as employment counseling, work plan development, case management and client referral to training and employment preparation programs; and does related or other work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.
CLASS CHARACTERISTICS
An employee in this class supervises and trains Employment Training Specialists and other employment unit staff and participates in establishing and maintaining effective employment training programs, policies and procedures. Incumbents in this class are able to coordinate program activities, work independently, providing specialized and complex services in the areas of assessment, vocational counseling, case management and classroom training. This class is distinguished from Employment Training Specialist II in that employees of the latter class do not supervise staff. This class differs from Eligibility Worker Unit Chief in that incumbents must be experienced in employment training, eligibility requirements and employment service case management.
TYPICAL DUTIES
Plans, assigns, reviews, and directs the work of Employment Training Specialists and other subordinate staff; identifies staff training needs; provides or coordinates staff training on case management techniques and other performance areas.
Participates in the selection of staff; evaluates staff performance and reviews for compliance with federal, state, and County rules, regulations, and policies; performs case reviews for accuracy, compliance, timeliness, and insures client service; initiates disciplinary action as needed; provides resources and tools to enhance employee performance; holds group and individual conferences with staff to discuss or interpret departmental rules, regulations and policies or to confer with staff on the more difficult employment and training problems; conducts unit meetings.
Understands and interprets complex rules and regulations applicable to public assistance or other employment service programs and analyzes the impact on the unit or division; confers with administrative and management staff to develop and implement policies and procedures.
May assess clients for employability; provide direction to staff in developing employability plans; manages the most difficult and complex cases; advises staff and provides assistance to resolve complex case issues; may provide career counseling on a variety of vocational, career and personal issues affecting employability; may evaluate client progress and determine appropriate follow-up action.
May take part in promotion and outreach activities to disseminate information about the program to other County departments, community organizations, and employers.
May oversee and assist staff in developing resumes and preparing clients for interviews; may conduct orientations workshops and classroom training sessions in other employability subject areas such as job search and job skills; may develop workshop curriculum/presentations.
Collaborate with other supervisors, management, and staff in setting goals, establishing guidelines, and coordinating the activities of professional and technical staff; and resolve client complaints.
Prepares correspondence, statistical and narrative reports on program parameters and activities; maintains appropriate records utilizing computerized and manual databases; attends meetings and in-service training programs; collaborate with other divisions and community; may coordinate and/or participate in special projects.
May intervene on case management issues and contact clients either by telephone and/or in person by office call or home call to evaluate their progress and determine the organization's appropriate follow-up action; encourage clients to return to the program or provide referrals to other agencies.
May initiate and monitor program contracts for compliance with employment training program guidelines; may oversee operational budgets.
May determine need for equipment, supplies and materials; recommends purchase or acquisition as necessary.
MINIMUM QUALIFICATIONS
Note: Incumbents who, at the time that Classification Project #01-145 is adopted by the Board of Supervisors, occupy full-time Civil Service positions that are reclassified to Employment Training Specialist II by this study, shall be deemed to be equivalent to the class of Employment Training Specialist II and may qualify for this class if they meet the required years of experience.
EITHER PATTERN I
Experience: Two years as an Employment Training Specialist II, Eligibility Worker Unit Chief or comparable position in San Joaquin County.
OR PATTERN II
Education: A master’s degree in counseling, social work, psychology, business administration, or public administration.
OR PATTERN III
Education: Graduation from an accredited four-year college or university with a major in business administration, public administration, psychology, social science, or a related field.
Experience: Two years performing vocational assessment and counseling, career development, or job placement services at a level comparable to Employment Training Specialist II in San Joaquin County.
Substitution: (1) Additional-qualifying experience may substitute for the required education on a year-for-year basis in this qualifying pattern.
AND
Note: Persons assigned to supervise or perform employment related assessments for Cal-Works clients may be required to have completed 15 units in counseling preparation, 3 units in career planning and the remaining 12 in career planning, guidance, personality development, occupational and industrial information, tests and measurements or a closely related field.
License: Possession of a valid California Class C Driver’s License.
