DEFINITION

Under general supervision, performs administrative work in selecting and pre-screening applicants for job training referrals; reviews job orders; determines eligibility; and does related or other work in accordance with Rule 3, Section 3 of the Civil Service Rules.

CLASS CHARACTERISTICS

This is the second level in the series. Incumbents work independently to match job orders with potential referrals and may assist job developers to find and make placements. This class differs from EEDD Intake and Referral Specialist I in that incumbents of the latter class are primarily responsible for client intake and determination of eligibility and perform under closer supervision. Positions at this level perform the full scope of duties assigned to the EEDD Intake and Referral Specialist series.

TYPICAL DUTIES

  • Reviews job orders; contacts employers to verify minimum qualifications and skills desired; performs computerized sorts of applicant records to identify potential referrals; creates job descriptions.
  • Screens applicants by phone or in person; pre-screens resumes; serves as liaison between the applicant and the job developer and employer; notifies applicant of interviews and results of interviews; arranges for trainees to be certified as eligible for services.
  • Maintains a current pool of qualified applicants; periodically purges or updates applicant records.
  • Promotes services and programs at job fairs and various community events.
  • Maintains a listing of current job orders; answers telephone inquiries about available positions; responds to questions and inquiries regarding job openings.
  • Reviews applications and interviews applicants for job training programs; enters applicant information for referral to job or classroom training; codes applicant file with DOT codes for prior experience and current job interests.
  • Assists clients in completing various forms and applications; explains eligibility requirements as necessary.
  • Determines eligibility for various training programs; obtains and reviews documents required to determine eligibility; contacts other agencies to obtain information.
  • Applies program regulations to determine eligibility for classroom and job training programs.
  • Refers ineligible clients to alternate sources of assistance or for education such as English-as-a-Second Language or basic skills.
  • May act as lead worker over others.

MINIMUM QUALIFICATIONS

EITHER PATTERN I 
Experience: One year as an EEDD Intake and Referral Specialist I in San Joaquin County.

OR PATTERN II 
Experience: Two years of responsible clerical work involving substantial public contact, including one year at a level equal to or higher than Senior Office Assistant in San Joaquin County, preferably in a social services agency. 

OR PATTERN III 
Education: Completion of 60 semester units at an accredited college or university. 

AND FOR ALL PATTERNS 
License: Possession of a valid California driver’s license.

KNOWLEDGE

Basic English sufficient to read and interpret job related materials and communicate the materials to clients; public relations and interviewing techniques; information organization; general office practices and procedures; gathering, organizing and reporting data; basic math; public relations techniques; community assistance and referral agencies.

ABILITY

Read, understand and apply complex written laws, regulations, program policies/procedures, and other job related materials; gather, organize, input and maintain complex information; use a computer and related software programs; explain program policies and procedures to clients and the public; understand and follow oral and written instructions; establish and maintain effective working relationships with individuals from a variety of backgrounds; deal courteously with clients; use good judgment; communicate effectively both orally and in writing; lead others.

PHYSICAL/MENTAL REQUIREMENTS

Mobility-Frequent operation of a data entry device; repetitive motion; sitting for long periods, walking; occasional standing, pushing, pulling, bending, squatting; climbing stairs; occasional driving; Lifting-Frequently 5 pounds or less; occasionally 5 to 30 pounds; Visual-Constant good overall vision and reading/close-up work; frequent color perception and use of eye/hand coordination; occasional use of depth perception and peripheral vision; Hearing/Talking-Frequent hearing of normal speech, hearing/talking on the telephone, talking in person; Emotional/Psychological-Occasional decision making and public contact; Special Requirements-Some assignments may require working weekends, nights, and/or occasional overtime; Environmental-Occasional exposure to varied weather conditions.
