DEFINITION

Under immediate supervision, perform technical work in the marketing of job training programs to San Joaquin County employers in an assigned geographic territory; and does related or other work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.

CLASS CHARACTERISTICS

This is the entry level class in the series. Under immediate supervision, incumbents recruit private employers to participate in job training programs. This class differs from EEDD Employment Services Specialist II in that incumbents of the latter class perform with less supervision and utilize greater program knowledge.

TYPICAL DUTIES

  • Markets job training programs and services to individual private sector employers in San Joaquin County; obtains job orders; develops marketing strategies for development of both employer and applicant pool; maintains contact with employers, applicants, other agencies and chambers of commerce; maintains current information on job training services and regulatory and procedural requirements.
  • Assists employers in determining job descriptions and applicant selection methods; gathers detailed job order information; maintains production schedules and standards.
  • Learns to negotiate and write job training contracts; monitors allocation of assigned funds.
  • Monitors placements to ensure that both employer and applicants needs are being met.
  • May assist applicants in preparing for employment interview; may participate in certification and enrollment of qualified applicants; may prescreen applicants for employment interviews.
  • May recommend procedural changes; organizes and attends special programs.

MINIMUM QUALIFICATIONS

Experience: Three years outside sales, sales management, marketing, or customer service experience.

Substitution: Coursework in public or business administration, social or behavioral sciences, or a related field at an accredited college or university may be substituted for the required experience on a year-for-year basis to a maximum of two years.

AND 
License: Possession of a valid California driver’s license.

Principles of sales and marketing techniques; public relations techniques; labor market of San Joaquin County; employment program rules and regulations; principles and methods of employment preparation and training; career, vocational and employment counseling and interviewing techniques; typical barriers to employment.

ABILITY

Learn about job training programs and regulations; present information to clients and the public; use a computer and relevant software programs; contract preparation; communicate effectively, both verbally and in writing; understand labor market data and develop marketing strategies; accurately gather, record and evaluate complex data; prepare a variety of reports, forms, plans and agreements; read, understand and apply complex written regulations and instructions; establish and maintain effective working relationships with employers, outside providers, agency staff and the general public; communicate effectively with persons from diverse social and cultural backgrounds.

Mobility-Frequent operation of a data entry device; repetitive motion; sitting for long periods, walking; occasional standing, pushing, pulling, bending, squatting; climbing stairs; occasional driving; Lifting-Frequently 5 pounds or less; occasionally 5 to 30 pounds; Visual-Constant good overall vision and reading/close-up work; frequent color perception and use of eye/hand coordination; occasional use of depth perception and peripheral vision; Hearing/Talking-Frequent hearing of normal speech, hearing/talking on the telephone, talking in person; Emotional/Psychological-Occasional decision making and public contact; frequent concentration; Special Requirements-Some assignments may require working weekends, nights, and/or occasional overtime; Environmental-Occasional exposure to varied weather conditions.
