Under direction, supervises staff in performing technical eligibility determination and claim processing duties in the County Victim/Witness Assistance Program; and does related and or other work as required in accordance with Rule 3, Section 3, of the Civil Service Rules.
CLASS CHARACTERISTICS
This is the supervisory-level class in the Victim Claims Specialist series. Incumbents support the criminal justice activities of the District Attorney’s Office by planning, assigning, training, reviewing and evaluating the work of subordinate staff who review Program applications, establish victim eligibility, process victim expense claims and approve or deny applications and claims based on the guidelines set forth by the California State Board of Control. Claims may involve victims in San Joaquin County, or may have been submitted by a number of other California counties who contract with San Joaquin County for claims processing. Incumbents work under the direction of the Victim/Witness Program Manager.
This class can be distinguished from the Victim Claims Specialist III because the latter does not include supervisory responsibilities.
TYPICAL DUTIES
Plans, assigns, trains, reviews and evaluates the work of a group of Victim Claim Specialists and other subordinate staff; oversees the review and evaluation of victim-of-crime applications and claims for adherence to California State statutory and eligibility requirements; assures that the flow and quality of work is maintained within established standards.
Establishes policies and methods to assure that Program applications and claims are processed appropriately; advises and assists staff regarding complex application/claims processing; responds to inquiries and resolves conflicts resulting from claims investigations and determinations; ensures that productivity is carefully monitored and that production deficiencies are addressed.
Provides liaison with other counties as well as Regional County Coordinators to implement Joint Power (JP) agreements; assigns JP work to subordinate staff; communicates with JP staff and State Board of Control officials to monitor the efficiency and effectiveness of the Program; reviews and monitors JP contracts and invoices.
Identifies staff development needs and opportunities; develops and coordinates training programs; provides staff orientation to unit.
Interacts effectively with victims, families, law enforcement personnel, government officials and others; obtains accurate information and identifies potential problem issues; acts as a liaison between victims, families and other organizations/individuals regarding Program benefits.
Reads, interprets and implements new legislation and regulations; determines parameters to meet State requirements; identifies problem issues and recommends actions to management; develops and establishes policies and procedures to improve production quantity and quality.
Oversees computerized processes and helps develop new systems and procedures as appropriate; keeps accurate records; prepares required reports, correspondence and other documents; provides budgetary and program data as requested; assists with budget and contract development as assigned.
Coordinates victim claim services with the Victim/Witness Advocate Supervisor; refers victims to other agencies as appropriate; may participate on committees and/or task forces; may act as a representative for the Program in various meetings or to groups; may make presentations or give oral reports as assigned.
MINIMUM QUALIFICATIONS
Experience: Two years performing claims review and/or program eligibility at a level equivalent to or higher than Victim Claims Specialist II in San Joaquin County.
Note: Individuals employed in the San Joaquin County class of Victim Claims Technician II at the time of adoption of this class specification by the Civil Service Commission will be credited with their experience on a year-for-year basis.
Special Requirement: Successful completion of the State of California Victims of Crime Introductory/Basic Training Course.
License: Possession of a valid California driver’s license.
