Under direction of the Community Services Coordinator, the Community Social Services Director, assists in the administration of a Community Center and its programs; and does related or other work as required in accordance with Rule 3 of the Civil Service Rules.
CLASS CHARACTERISTICS
An employee in this class is assigned to manage a community service center, monitoring and implementing social service programs, which serve the general public.
TYPICAL DUTIES
Implements of policies for a Community Center; assists in the developing of a Center self-sufficiency Programs; coordinates and directs the implementation of Community Center social service programs.
Reviews program proposals received from subordinate staff members; makes recommendations regarding proposals; organizes and conducts community participation workshops to evaluate grant funding criteria and propose program objectives.
Prepares monthly attendance revenue and service reports; maintains related records; prepares clear concise reports, correspondence and other written materials as related to personnel and program services.
Manages, directs and coordinates the work of staff assigned to work at Community Center; schedules staff to maintain facility control; and provides full scope of supervisory responsibility to all Community Center staff.
Develops goals, objectives, procedures and work standards for all community center staff; provides technical assistance to staff; evaluates staff performance, identifies problem areas and directs remedial actions to be taken.
Responds to public inquiries and complaints related to recreation and community social service programs; investigates complaints and recommends corrective action as necessary to resolve complaints
Conducts recreation and social service needs assessment to evaluate existing programs for effectiveness; makes recommendations for improvements or modifications to enhance existing programs.
Insures compliance with Federal, State, and local policies, laws and regulations applicable to administering community social services program.
Establishes collaborative working relationships with Community Center Advisory Board, partnerships with other agencies and governmental institutions, for the purpose of organizing, assisting and conducting programs that benefit groups, neighborhoods, families, and individuals in need of services.
Participates in the selection of staff; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline procedures.
MINIMUM QUALIFICATIONS
License: Possession of a valid California Class C Diver’s License.
Special Requirement: Must submit to fingerprinting as mandated by State law. Possession of, or ability to obtain, a current CPR Certificate. May be required to work evenings, weekends and/or other hours as needed.
EITHER PATTERN I
Education: A Master’s Degree in recreation, social science, public or business administration or a related field.
OR PATTERN II
Education: Bachelor’s Degree from a four-year accredited college or university with major course work in recreation, social science, public or business administration or a closely related field.
Experience: One year of experience in a community service, social service or government agency, which involved extensive public contact.
OR PATTERN III
Education: 60 semester units from an accredited college or university with major course work in recreation, social science, public or business administration or a closely related field.
Experience: Three years of experience in a community service, social service, or government agency, which involved extensive public contact.
Substitution: Applicants in a Bachelor’s Degree Program with major course work in recreation, social science, public or business administration, or related field; and exceed 60 semester units may substitute required experience with education on a year-for-year basis for a maximum of one (1) year.
Note: The education and experience requirements will be waived for persons employed by San Joaquin County for at least two years as a Community Center Director at the time of adoption of this class specification.
