DEFINITION

Under general direction, plans and administers aging programs either directly provided of under contract which come under the jurisdiction of the Area Agency on Aging, and does related or other work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.

CLASS CHARACTERISTICS

An incumbent in this class is responsible for planning, coordinating, evaluating and monitoring a variety of Human Services Agency aging programs designed to promote the physical, social and economic health of seniors; and for coordinating and advocating for services to older persons.

TYPICAL DUTIES

  • Plans, organizes, coordinates, and directs the daily operation and administration of the County’s Area Plan on Aging; plans, coordinates, and evaluates the Annual Area Plan; conducts needs assessments; compiles and analyzes demographic and statistical program data; prepares annual and quarterly reports.
  • Prepares requests for proposal; reviews proposals for potential contractors and subcontractors; facilitates contractor selection process; notifies vendors of contract requirements, reporting requirements and standards; develops monitor tools, handbooks and monitoring plans.
  • Plans, organizes and coordinates programmatic contract management; performs ongoing management of assigned contracts through review of periodic reports, site visits and audits of facilities and records for fiscal and program compliance and progress toward contract goals; provides technical assistance and training to contractors; acts as liaison between contractors and department staff.
  • Gathers, compiles and analyzes narrative and statistical data; formulates recommendations and prepares reports; maintains operational records and other statistical data.
  • Confers with supervisory and other administrative staff regarding policies and procedures, personnel matters, and program issues; consults with and serves as a resource person for staff; interprets policies and procedures.
  • Evaluates programs, policies and procedures; recommends changes in methods and policies to improve effectiveness and meet community needs; monitors and evaluates contractors’ compliance with guidelines.
  • Provides staff support to boards, commissions, committees, councils and/or other groups as assigned; prepares documents for review and action by committees; prepares written reports and provides follow-up activities resulting from committee action.
  • Plans, develops, and conducts technical training for department staff, committees, community groups and others, as assigned.
  • Serves as liaison between the Department and other agencies or individuals; represents the Department at meetings, conferences or presentations before public and private organizations.
  • Researches and analyzes federal, state and local laws, regulations and policies to determine impact on program activities.
  • Prepares and reviews correspondence and reports.

MINIMUM QUALIFICATIONS

Education:  Graduation from an accredited four-year college or university with a degree in social services, public health, public or business administration or related field.

Experience:  Two years of responsible experience in program planning, program administration, contract management, or social casework and counseling in a social service agency providing services to adults, the elderly, or economically disadvantaged.

Substitution:  Additional qualifying experience may be substituted for the education on a year-to-year basis; a master's degree in the qualifying fields may be substituted for one year of the experience.

License:  Possession of a valid California driver's license.

KNOWLEDGE

Principles of program planning and evaluation in public service agencies; needs assessment and research methodology; principles of management, supervision and training; principles of contract management; laws, rules, and regulations governing the operation of various aging programs; principles of public relations; basic mathematics, statistical analysis, reporting and record-keeping techniques; basic language mechanics; general office procedures; basic computer and modern office automation technology and computer software programs relevant to department operations; and community resources and services.

ABILITY

Monitor and evaluate contract compliance; organize and implement programs; interpret program needs and program goals; communicate effectively orally and in writing; understand, interpret and apply laws and regulations which apply to aging programs; operate computers and related software; establish and maintain effective working relationships with staff, general public and internal/external departments and agencies; communicate effectively, both orally and in writing.

Mobility-Frequent operation of data entry device; sitting for extended periods, standing, walking; driving; occasional pushing, pulling, bending, squatting; Lifting-Frequently 5 pounds or less; occasionally 5-30 pounds; Vision-Overall vision as necessary for frequent reading and close-up work; Dexterity-Sufficient for frequent writing and repetitive motion; Hearing/Talking-Frequent hearing/talking on the telephone and in person; Emotional/Psychological-Frequent public contact, concentration and decision making; occasional exposure to grief, trauma; Environmental-Occasional exposure to noise, poor ventilation, and/or inclement weather; Special Conditions-May require occasional working alone, weekend or evening work; occasional travel.
