Under general direction, manages and coordinates the activities of the Women's, Infant's and Children's (WIC) Program of San Joaquin County's Public Health Services; and does other or related work in accordance with Rule 3, Section 3 of the Civil Service Rules.
CLASS CHARACTERISTICS
An employee of this class is responsible for the management and coordination of the Public Health nutrition program for low income pregnant women, new mothers, infants, and young children. The Program Coordinator directly supervises a staff of professional nutritionists, certified para-professionals and clericals.
TYPICAL DUTIES
Plans, organizes and coordinates the overall activities of the Public Health WIC program; develops agency policies and procedures for program operations; develops and maintains county program budget.
Supervises, trains, assigns, evaluates, and selects program staff.
Coordinates all activities of a unit engaged in providing nutritional programs for education, assessment of needs, development of individual care programs, disbursement of food vouchers, and agency referral for pregnant and new mothers, infants and young children.
Maintains liaison and coordination with state WIC agency; determines available state programs and funding; and develops local policies and procedures for utilization and compliance.
Assesses WIC oriented community needs and develops appropriate programs and services; coordinates nutritional programs and client referrals with physicians, nursing, hospital and other providers; coordinates with local vendors; provides program orientation to staff in appropriate local agencies.
Provides program of data gathering, analysis and reporting, and maintenance of appropriate records; prepares correspondence and reports of activities; reviews and interprets applicable legislation and mandates; performs research and statistical analysis; assists in developing grant proposals and management of grant funds.
Coordinates activities of unit with Public Health Services' staff and units; provides appropriate orientation and in-service training for the Department of Health Care Services.
May perform various professional nutritionists duties or staff consultation for special high risk and sensitive cases.
Arranges for procurement of supplies, equipment and food vouchers; maintains system of security and accountability for high volume of negotiable food vouchers.
MINIMUM QUALIFICATIONS
EITHER PATTERN I
Education: A master’s degree from an accredited college or university with a major in foods and nutrition, public health, public or business administration or a closely related field.
Experience: Three years as a Registered Dietitian in a public health, non-profit, tribal or other WIC program, at least one year of which was in a supervisory capacity.
OR PATTERN II
Education: Graduation from an accredited four-year college or university with a major in foods and nutrition, public health, public or business administration or a closely related field.
Experience: Four years as a Registered Dietitian in a public health, non-profit, tribal or other WIC program, at least one year of which was in a supervisory capacity.
AND FOR BOTH PATTERNS
Licenses and Certificate: Possession of a valid California driver’s license and current certification as a Registered Dietitian by the Commission on Dietetic Registration in the State of California.
KNOWLEDGE
Principles and practices of human nutrition and its relationship to health and disease, particularly in regards to pregnancy and infants; social, economic and cultural aspects of public health nutrition; principles and practices of management, including planning, organizing and budgeting; policy, procedures and mandates of the state WIC program; principles and practices of employee supervision and training; principles and methods of data gathering, research, statistical analysis and report writing; principles of public relations.
ABILITY
Manage and coordinate a comprehensive public health perinatal and pediatric oriented nutrition program; supervise and train subordinate staff; gather, organize and analyze technical data and prepare records and reports; express self effectively orally and in writing; develop and maintain effective working relationships with clients, families and a wide range of practitioners and agencies.
