Under general direction of the County Administrator, performs responsible managerial, organizational, and administrative work at the County's Head Start/Early Head Start Program; and does related or other work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.
CLASS CHARACTERISTICS
An incumbent in this single position management class is responsible for managing and administering the programs, functions, budgets, and activities of the County's Head Start/Early Head Start Program.
TYPICAL DUTIES
Plans, organizes and directs the development and delivery of the Head Start Program; provides leadership and coordination of the program; ensures program is in compliance with state and federal regulations and guidelines.
Directs the activities of department staff through subordinate managers and/or supervisors; selects staff and evaluates performance; reviews and takes action on disciplinary matters.
Directs staff in the preparation and monitoring of program budgets, determines appropriate levels of services; analyzes services to ensure cost efficiency and adequate levels of service.
Oversees the preparation of contract proposals and reports; reviews and approves invoices for submission to funding sources; coordinates activities and facilitates development of refunding applications, budgets and required reporting.
Oversees the development of operational policies and procedures; analyzes and interprets existing and proposed legislation and federal and state policies, procedures and other directives to determine impact on operations.
Conducts annual needs assessment and evaluates program effectiveness; evaluates impact of pending federal and state legislation and provides appropriate input and recommendations to advisory bodies.
Analyzes reports and statistical data; summarizes information and prepares or supervises preparation of reports for management, state, and federal agencies.
Coordinates the provision of services with state and federal agencies; ensures compliance with Head Start Performance Standards and other required regulations; resolves issues and confers with advisory bodies.
Attends meetings of the Board of Supervisors and Policy Council, and provides input and recommendations on issues germane to the program; serves on various committees and attends meetings, conferences and activities relating to program management.
Acts as staff to the County Head Start Policy Council.
Oversees and implements on-going training programs for staff and advisory bodies.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited college or university with a bachelor’s degree in child development, education administration, public administration, or closely related field.
Experience: Five years of experience performing child development or related duties in a social service agency, including three years in a management or senior level administrative position, preferably in a Head Start program.
Substitution: A master’s degree in any of the above academic areas may substitute for one year of the required general experience.

License: Possession of a valid California driver’s license.
