Under direction, operates a fixed wing aircraft as pilot-in-command (PIC), performing various airborne law enforcement support functions; aerial searches; recon missions; surveillance operations; oversees the maintenance; ensures the airworthiness and general condition of the aircraft; and performs other and related work as required.
CLASS CHARACTERISTICS
This is a temporary class in San Joaquin County. An incumbent in this class is a civilian, non-peace officer, position in the Sheriff’s Office responsible for assisting and augmenting all aircraft flight activities. This is a technical, non-supervisory position whose primary duties are assigned by the San Joaquin County Sheriff’s Office.
TYPICAL DUTIES
The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed:
Performs the duties of pilot-in-command or co-pilot for fixed wing aircraft in a multi-person crew environment for Sheriff’s Office missions.
Conducts ground training, flight training, and provides additional training recommendations for pilots, law enforcement observers, and tactical flight personnel.
Performs routine inspections to ensure aviation assets remain mission ready including pre-flight inspections and cleaning.
Maintains written and computerized logs, aircraft, and pilot records to comply with Federal Aviation Administration (FAA) regulations and other federal, state or agency guidelines.
Coordinates with Sheriff’s Office management and supervisors on the use of aviation assets and personnel.
Attends training as assigned, keeps up-to-date on aircraft pilot issues and maintains qualifications and proficiency in aircraft operations.
MINIMUM QUALIFICATIONS
Experience: Completion of minimum of 750 hours total flight time, including 100 hours as a pilot-in-command and 50 hours night flight in a Cessna 206 or high-performance time in any aircraft with over 200 HP and a controlled propeller.
Certificate: Possession of a valid Commercial Pilot certificate with an Instrument Rating and applicable associated endorsements for Cessna 206 or single engine land. Must possess and maintain a current FAA Class II medical certificate.
Special Requirement: Upon offer of employment must pass all pre-employment physical and background investigations.
License: Possession of a valid California Driver’s License
Desirable Qualifications: Prior law enforcement or military experience. Certified Flight Instructor rating with Instrument Instructor rating and prior experience with Garmin 1000.
KNOWLEDGE
Principles and administration of federal, state, and local laws, codes, and regulations including Department of Transportation and the Federal Aviation Administration (FAA) pertaining to the use of aviation assets; Airborne Law Enforcement Operations including surveillance techniques, piloting skills, navigation, safety, maintenance, and training; operation and maintenance of moving map and imaging equipment; surveillance as it pertains to aviation assets; local and federal air regulations, ordinances, uniform fire code, hazardous materials handling requirements, safety regulations; various aircraft recognition and basic operating characteristics; general office practices and procedures; personal computer systems and general office computer software; first aid; techniques and methods of customer service and public relations.
ABILITY
Operate aviation assets safely; conduct tactical and administrative law enforcement flight operations during day or night, over all types of terrain, in all types of weather conditions, and in all types of airspace; work effectively and efficiently in a multi-person crew environment, with other departmental personnel, law enforcement or government agencies; utilize standard office procedures and office equipment; read, understand and apply detailed instructions and other job-related materials; establish and maintain good working relationships with co-workers, the public, and others; communicate effectively, both orally and in writing; exercise good judgment; respond in a calm and professional manner under stressful or emergency situations; operate radios and act on information.
PHYSICAL/MENTAL REQUIREMENTS
Mobility - Frequent operation of data entry device; occasionally standing, walking, crawling, bending/squatting, climbing ladders and stairs; frequent driving and sitting may be required; Lifting - occasionally lifting 5 to 70 pounds; Vision - frequent hand-eye coordination, depth perception, reading and close-up work; Dexterity - normal dexterity with occasional writing; Hearing/Talking - constant hearing and talking on the telephone/radio and in person; Emotional/Psychological - constant public contact and decision making with frequent concentration required; Special Requirements - may occasionally work weekends/nights/overtime; may be required to travel; Environmental Conditions - occasional exposure to noise and occasional exposure to hazardous materials, dust, smoke, fumes, poor ventilation; changing indoor/outdoor conditions; and various hours of the day.
