DEFINITION

Under administrative direction, manages, plans, organizes, coordinates, staffs and directs activities related to construction, maintenance and repair of County buildings, grounds and equipment; and performs other work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.

CLASS CHARACTERISTICS

This single-incumbent management class is responsible for broadly overseeing operations and administrative functions related to the management and maintenance of County facilities. This class is distinguished from Facilities Manager-Health Care Services as the latter is responsible for maintenance of various facilities at the San Joaquin General Hospital (SJGH) campus, while the former oversees management of all other County facilities, including security, and fiscal/budgetary functions. Direction is received from the Assistant Director of General Services while the Facilities Manager-Health Care Services reports to a senior-level Hospital administrator.

TYPICAL DUTIES

  • Through subordinate managers and supervisors, manages, plans, organizes, coordinates, staffs and directs various facility-related construction, maintenance and repair processes and programs; provides operational oversight and technical expertise to staff performing facility maintenance and related activities; analyzes and measures effectiveness of programs and resources.
  • Assures appropriate department staffing; selects, assigns, trains, and monitors staff performing a wide variety of facilities-related duties; evaluates employee performance; verifies and monitors staff proficiency; identifies staff development needs and oversees training activities, as required.
  • Plans, assigns, and directs the operation, maintenance and repair of buildings and related infrastructure/equipment; develops and implements comprehensive preventive maintenance programs; coordinates the activities of construction crews.
  • Coordinates with capital projects regarding the remodel, renovation and new construction projects as assigned; participates in the project planning and development process; negotiates terms and agreements, coordinates, and inspects the work of outside contractors; ensures compliance with policies and practices regarding the use of contracted services.
  • Evaluates work methods and systems; develops and utilizes various quality control and quality improvement methods; inspects and reviews work performed.
  • Monitors equipment to assure proper function as well as the need for timely maintenance, repairs or replacement; assures that staff have up-to-date supplies, tools and resources; assures the proper use of chemicals and personal safety equipment; develops accident prevention and emergency and disaster plans.
  • Prepares and administers the Division budget and participates in departmental budget development activities; identifies and solicits potential funding sources; prepares, administers and manages grants; directs and supervises Division accounting and reimbursement activities; and coordinates the purchase and storage of all materials, equipment, tools and services for the repair and maintenance of facilities and related equipment.
  • Develops and ensures adherence to policies, procedures, and the administration of operations pertaining to safety and security-related programs; establishes and directs the preparation/maintenance of department policy and procedure manuals and process instructions.
  • Prepares and submits reports; collects and maintains accurate operations and other data; investigates complaints regarding facilities services; determines and implements corrective actions.
  • May act as liaison in matters of regulatory or compliance issues with outside agencies for assigned areas; assures compliance with state and other standards/regulations; reviews call logs and service requests to monitor customer service; recommends and implements process and procedural changes to meet needs; negotiates effective solutions to difficult problems.
  • Manages special projects; researches and analyzes information and statistical data, conducts research and surveys; prepares complex correspondence, reports and other documents. 
  • Coordinates and attends meetings and conferences, including meetings of the Board of Supervisors; provides recommendations on matters germane to areas of assignment; participates on committees and task forces; makes oral and written presentations; interprets and presents information on County facility-related programs to interested groups and individuals; develops and maintains collaborative working relationships with various state, local and county officials, managers, community groups, regulators, and the public; may represent General Services as assigned.

MINIMUM QUALIFICATIONS

EITHER PATTERN I
Experience:  One year as a District Maintenance and Construction Superintendent in San Joaquin County service.

OR PATTERN II
Experience:  Six years of experience in building maintenance or engineering in a commercial, industrial or institutional building or building complex including two years managing staff with administrative and operational responsibilities, preferably for a governmental entity.

Substitution:  Coursework in mechanical, civil or electrical engineering from an accredited college or university may be substituted for the above non-management experience on a year-for-year basis to a maximum of two years (30 semester units equals one year).

AND FOR BOTH PATTERNS
License:  Must possess and maintain a valid California Driver License.

KNOWLEDGE

Principles, methods, and best practices of facility maintenance, construction, and property management; occupational hazards and safety practices of the building, electrical and mechanical trades; supervisory methods and techniques; California administrative codes and O.S.H.A. requirements; standard uniform building and safety codes; standard business uses of computer hardware, software and peripherals.

ABILITY

Plan, assign, supervise and coordinate the work of subordinates; plan and oversee maintenance projects; estimate labor, materials and other costs for projects; plan and execute preventive maintenance programs; keep records and prepare reports; express oneself clearly and concisely, both orally and in writing; establish and maintain effective working relationships with internal and external parties encountered during the course of work; read and interpret complex rules, regulations, plans and specifications; prepare budgets and make expenditure recommendations; utilize computers effectively to accomplish management objectives.

PHYSICAL/MENTAL REQUIREMENTS

Mobility-Frequent walking and standing for long periods of time; occasional sitting for long periods of time while operating a keyboard; Lifting-frequent lifting of 30 pounds or less; occasional lifting of 30 to 50 pounds; Vision-constant use of overall visual capabilities; frequent use of color perception, hand/eye coordination, reading and/or close up work; Dexterity-Frequent holding, grasping, repetitive motion and writing; Hearing/Talking-constant hearing and talking of normal speech in person and on the telephone; Emotional/Psychological-Constant concentration and decision making; frequent public contact; occasional exposure to emergency situations, trauma, grief or death; occasional working alone and traveling; Special Requirements--may occasionally work weekends/nights; Environmental Conditions-frequent exposure to noise; frequent risk of exposure to hazardous materials; frequent contact with dirt, dust, smoke, fumes, poor ventilation and indoor/outdoor cold and heat.
