Introduction

San Joaquin County is seeking an experienced, innovated professional for the position of Deputy Director - Behavioral Health Services (BHS) - Clinical. Behavioral Health Services is a division of Health Care Services and this position will report to the Deputy Director of Behavioral Health Services and the Director of Health Care Services Administration. Behavioral Health Services provides an array of mental health and substance use disorder treatment services, primarily for Medi-Cal beneficiaries in San Joaquin County.

This senior management at-will position will be responsible for the direction and management of specific comprehensive programs in the Behavioral Health Services department, which includes providing direction and oversight of program budgets, compliance with applicable laws and regulations, and providing supervision and guidance to professional, para-professional, and support staff in delivering mental health services to the residents of San Joaquin County.

Recruitment Incentives: Upon the request of the Department Head and with the approval of the County Administrator or his designee, the following recruitment incentives may be provided:

a) Reimbursement of moving expenses: Actual documented cost of moving to a maximum of $5,000. Costs may include moving expenses, interim housing, and travel expenses related to the move of the candidate and their family. Any approved reimbursement shall be made contingent upon employment, in two incremental payments: first payment after six months of service, second payment after twelve months of service.
b) Vacation Accrual Rate: The San Joaquin County vacation accrual rate consistent with the candidate's total years of public service.
c) Sick Leave: If the candidate is leaving other employment to accept the San Joaquin County position, credit of the candidate's actual unreimbursable sick leave hours from the candidate's last agency will be a maximum of 160 hours. Such hours shall be subject to San Joaquin County's minimum sick leave cash out provisions.
