1. Transfer Application
You must submit a transfer application in order to transfer outside of your department. Human Resources will review your transfer application for eligibility and notify you of your status. Your name will be placed on a transfer list(s) for six months as long as you continue to be eligible for transfer. You may not be notified when the six-month period has expired. If you wish to extend your eligibility for another six months, you must contact Human Resources at (209) 468-3370. If accepted, Human Resources will send your name to County department(s) who request names from the transfer list to fill their positions. You may not be notified of this referral. It is the discretion of the hiring department whether they choose to interview transfer employees.
Transfer Requirements
In order to qualify, you must meet ALL of the following criteria:
- You must be a permanent or probationary county employee(subject to MOU criteria).
- Have 12 months of continuous civil service status (excludes temporary, part-time, and contract employees)
- Have a rating of satisfactory on the last performance evaluation
- The salary grade of the transfer class must be the equivalent to or lower than your current salary grade

2. San Joaquin General Hospital (SJGH) employees only
a. SJGH full-time transfer opportunities
This section is for current full-time employees of San Joaquin General Hospital (SJGH) who wish to transfer to a different department within SJGH. Human Resources will review your application for eligibility and notify you of your status.
In order to qualify, you must meet ALL of the following criteria:
- Must be a current regular employee of SJGH
- Meet the minimum qualifications of the position
- The salary grade must be the equivalent to or lower than your current salary grade.

b. SJGH Part-time, Per diem, Temporary opportunities
This section is for current Part-time, Per diem or Temporary employees of San Joaquin General Hospital (SJGH) who are interested in an opportunity in a different department within SJGH. Human Resources will review your application for eligibility and notify you of your status.

- Must be a current part-time, per diem or temporary employee of SJGH

3. Block-Budgeted Promotion
This section is for regular San Joaquin County employees who have been approved for a Block-Budgeted promotion and have been asked to complete an application. Please print a copy of your block-budgeted application to provide to your department if it is requested.
Block-Budgeted Promotion Requirements
In order to qualify, you must meet ALL of the following criteria:
- Meet the minimum qualifications of the position
- Meet the eligibility requirements for promotion in accordance with Civil Service Rules
- Have been approved for a Block-Budgeted promotion

4. Reinstatement Application
This section is for former regular San Joaquin County employees who wish to reinstate to a classification held previously.
Reinstatement Requirements
In order to qualify for consideration for reinstatement, you must meet ALL of the following criteria:
- Completed 12 months of continuous civil service (excludes temporary, part-time, and contract employees)
- Must have resigned within the last three years
- Must have resigned in good standing
- There are less than three names on a promotional eligible list in the reinstatement class
- There is a vacant position
- The reinstatement is recommended by the hiring department
- May only reinstate into a class you last held permanent status
- Acceptance of reinstatement to any class is a waiver of any potential reinstatement to other classes. Reinstatement will be granted in only one class.

5. Reemployment Application
This section is for regular San Joaquin County employees who have been impacted by layoffs and Human Resources has requested that you complete a reemployment application.
Reemployment Requirements
In order to qualify, you must meet ALL of the following criteria:
- Must have been a regular County employee within the last three years
- Must have been or will be impacted by layoffs

6. Disability Management Application
This section is for San Joaquin County employees currently working with Human Resources on a modified duty or alternative job search.

Be sure to provide thorough information and history on your education, employment, volunteer experience, and trainings/certification programs completed.
7. Reclassification Application
This section is for San Joaquin County employees who have been a part of a classification study which has been adopted by the Board of Supervisors.
Classification Requirements
In order to qualify, you must meet ALL of the following criteria:
- Meet the minimum qualifications of the position
- The classification study has been adopted by the Board of Supervisors
- Human Resources requested that you complete a reclassification application

8. Rehire Application
This section is for former Part-Time, Seasonal Temporary, or Exempt San Joaquin County Employees who have been rehired into a classification held previously by a County department.
Rehire Requirements
In order to qualify, you must meet ALL of the following criteria:
- Must have separated from the County in good standing as a part-time, seasonal temporary or exempt employee within the previous 12 months or previous calendar year
- Must meet the minimum qualifications of the position
- The rehire is recommended by the hiring department and has been approved
- Must successfully pass any required pre-employment physical, drug screen or background before rehire

9. Retiree Extra-Help
This section is for former County Employees who have been approved to be rehired as a part-time, per diem or temporary extra-help retiree.
Retiree Extra-Help Requirements
In order to qualify, you must meet ALL of the following criteria:
- Must complete and meet all eligibility requirements of the San Joaquin County Extra-Help Retirees Certification of Compliance Form
- The rehire is recommended by the hiring department and has been approved by Human Resources
- Must successfully pass any required pre-employment physical, drug screen or background before rehire
- NOTE: All Retiree Extra-Help employees are limited to 960 paid hours in a fiscal year.

10. Exempt Status Appointment
This section is for San Joaquin County hires that have been appointed into an exempt status position or selected by San Joaquin County through an Executive Search Firm recruitment.
Exempt Status Appointment Requirements
Any County hire who has been appointed into an exempt status position or selected through an Executive Search Firm recruitment will be required to complete a County Application following completion of all pre-employment background and formal selection processes.
