The Position

The Policy & Financial Analyst resides within the Health & Social Services Department (HSS) in the Administration Division. For FY 2021/22 HSS has over 1319 employees working in 22 offices throughout Solano County and is organized by seven program service areas.

The current vacancy is responsible for overseeing the HSS general accounting functions including accounts payable, purchasing, inventory management, and fiscal disbursements. This position is also responsible for developing and monitoring the HSS Administration Division budget and supervises professional and technical staff.

This position is an “at-will” senior management position and is exempt from the civil service; incumbents serve at the discretion of the appointing authority.

 

POSITION REQUIREMENTS

Experience: Four years of professional level public sector administrative experience involving fiscal, operational and/or policy analysis, which demonstrates possession of and competency in requisite knowledge and abilities; AND

Education: A Bachelor’s degree from an accredited four-year college preferably in Accounting, Finance, Business Administration, Public Administration, Political Science, Economics or a related social science field is required. A Master’s degree in Public Administration, Business Administration or a closely related field is highly desirable.

BENEFITS

Solano County offers a cafeteria-style medical package with health benefits, offered through CalPERS. The County contribution for family coverage is $1,671.27 per month for 2022. The County offers a cash back provision for those who choose employee-only or who waive medical insurance coverage. The County may offer a supplemental contribution for employees enrolled in Employee plus Two or More coverage.  

Dental and vision insurances for the employee and eligible dependents are paid 100% by the County. 

Solano County participates in CalPERS retirement and contributes to Social Security. 

The County observes 12 fixed, paid holidays per year. 

Vacation is accrued at approximately 10 days per year for the first 3 years. Effective July 1 of each year, employees are granted 80 hours of Administrative Leave.

Sick leave accrues at approximately 12 days per year. 

Employees are eligible to receive an additional 2.5% longevity pay, per level, after the completion of continuous service at 10, 20, 25, 30 and 35 years.
