Introduction

Solano County Behavioral Health dedicates itself to the care of Solano residents to help them remainin the community so that they can progress in their recovery and benefit from natural supports, avoiding institutionalization. Behavioral Health provides psychiatric services to Solano Community in an integrated health care environment in three adult and child outpatient clinics located in Vallejo, Fairfield, and Vacaville.

The Position

Help to improve access to care and resources for the homeless or at risk of homelessness in Solano County

The Community Service Coordinator (CSC) position is part of the Behavioral Health Community Integration Team responsible for both street-based homeless outreach as well as administrative coordination to support homeless services and housing programs across the Health and Social Services Department.  This position will interface with other departments and agencies to ensure a coherent, data driven and evidence-based Housing First approach is created to the benefit of Solano County’s homeless population.  The CSC fosters a collaborative working relationship with community shelters, coordinated entry, the Housing First COC partners, and others to promote rapid rehousing, employment and other rehabilitative opportunities for the homeless.  

Duties will include street-based outreach to individuals and families experiencing homelessness; locations include but are not limited to encampments, parks, shelters, treatment facilities, MH health clinics, hospitals, jail, court, etc. The CSC monitors program enrollment and targeted outreach efforts, conducts screening to determine program eligibility, assists with completing intake, provides crisis assessments, links participants with community treatment services for mental health, substance recovery, physical health care, housing, advocacy, food, and other services. Administratively, the CSC is also involved in grant development, regulatory supports, infrastructure development, continuous quality improvement processes for homeless system improvements. Skills includes a knowledge of or experience with mainstream benefits and services, behavioral health diagnoses and level of functioning, EBP’s such as Critical Time Intervention, Motivational Interviewing, Trauma-Informed Care, Housing First, Harm Reduction, etc. Ability to work collaboratively with others and on a team. Initiative and solution-focused practice. Uses good time management skills and resources to balance caseload direct service and paperwork.

POSITION REQUIREMENTS:

Education: A Bachelor's degree or higher from an accredited college or university with a major in Psychology, Social Work, Public Administration, Health Services Administration, or a closely related field. A Master's degree in a related field is desirable. AND

Experience: Three years of full-time paid experience in a public sector, health, mental health, social services, housing, or community-based services related program of which one year was in a supervisory, program coordinator or lead capacity.  

LICENSING, CERTIFICATION AND REGISTRATION REQUIREMENTS:  

Applicants are required to possess a valid California Driver’s License, Class C.  Note:  The driver’s license must be kept current while employed in this class.

BENEFITS

Solano County offers a cafeteria-style medical package with health benefits, offered through CalPERS. The County contribution for family coverage for the 2021 calendar year is $1,586.60 per month. The County offers a cash back provision for those who choose employee-only or who waive medical insurance coverage. The County may offer a supplemental contribution for employees enrolled in Employee plus Two or More coverage.

Dental and vision insurances for the employee and eligible dependents are paid 100% by the County.   

Solano County participates in CalPERS retirement and contributes to Social Security.  

The County observes 12 full day fixed and 2 half day fixed paid holidays per year. Vacation is accrued at approximately 10 days per year for the first 3 years. Sick leave accrues at approximately 12 days per year.
