Solano County's Behavioral Health mission is to provide mental health services and support in Solano County that are person-centered, safe, effective, efficient, timely and equitable, that are supported by friends and community, that promote wellness/recovery, and that fully incorporate shared decision making between consumers, family members and providers.
Solano County Behavioral Health dedicates itself to the care of Solano residents to help them remain in the community so that they can progress in their recovery and benefit from natural supports, avoiding institutionalization. Behavioral Health provides psychiatric services to Solano Community in an integrated health care environment in three adult and child outpatient clinics located in Vallejo, Fairfield, and Vacaville.

The Mental Health Services Manager organizes, directs and supervises the activities of one or more behavioral health programs to serve a population group within the County; assists in the development, implementation and evaluation of policies and procedures related to clinic operations; provides staff support to higher level management within the assigned division; serves as a member of the department's management/supervisory team.
The current opening will be
filled as the Behavioral Health (BH) Performance Improvement Manager working in
BH Administration to oversee performance across contracts and clinical outcomes
for child and adult programs and serves as the MHSA Workforce Education and
Training (WET) Coordinator. The Manager will create policies and procedures to
improve service access, delivery, and workflows between county and contractors.
This involves three major components:
• Oversight over the Division outcome deliverables processes that
includes contract streamlining, consolidation, and standardizing; business
development with support for retaining and seeking vendors; and serving as a
liaison with the Contracts Management Unit with HSS Administration. This also
includes the BH QI plan, Performance improvement Plans, Reaching Recovery
implementation and other level of care tools.
• Clinical program performance and improvement projects that are
large-scale, organization and network-wide initiatives which include:
dissemination, fidelity, and evaluation of best practices & evidence-based
models; standardization of services and outcomes across the county and
contractor system of care, ensuring service capacity across programs.
• Responsible to manage the staff development and internship
programs; managing and tracking training, MOUs, liaison with area schools and
coordinating outreach events for students, career pipeline projects; loan
assumption programs; and support leadership projects across the Division and in
coordination with the Department.
The Manager promotes a learning culture that fosters improved treatment interventions, recovery outcomes, and return on investments for the system by conducting fiscal and program evaluation and ensuring standardization utilizing Implementation Science and Collective Impact frameworks. The Manager would have the ability to lead program development that aligns with CalAIM and other state initiatives in coordination with the QI and MHSA Teams, as well as SMEs within the BH and HSS Management Team; Collaborates closely with the Data Analyst to create robust measurement and data analytics plan across projects, programs, and contracts. Actively searches, creatively designs and implements effective methods to educate, enhance performance and recognize performance. Provides strategic leadership and supervisory oversight of training department staff. The Manager will develop collaborative networks with state and local partners such as EBP clearinghouses, Partnership Health of California, Beacon, DHCS, CIBHS, CalMHSA and others while also working side by side with stakeholders and the general community. Familiarity with CalAIM, Medi-Cal waivers, integrated care (MH, SUD, Medical), SAMHSA research and evaluation trends preferred.

POSITION REQUIREMENTS
Experience: Three years of increasingly responsible experience in a Mental Health program of which one year was in a supervisory capacity.
AND
Education: A Master's degree from an accredited college or university with a major in Psychology, Social Work or a related field.

Solano County offers a cafeteria-style medical package with health benefits, offered through CalPERS. The County contribution for family coverage for the 2022 calendar year is $1,671.27 per month. The County offers a cash back provision for those who choose employee-only or who waive medical insurance coverage. The County may offer a supplemental contribution for employees enrolled in Employee plus Two or More coverage.
Dental and vision insurances for the employee and eligible dependents are paid 100% by the County.
Solano County participates in CalPERS retirement and contributes to Social Security.
The County observes 12 full day fixed and 2 half day fixed paid holidays per year. Additionally, employees in this bargaining unit receive 2 floating paid holidays per year.
Vacation is accrued at approximately 10 days per year for the first 3 years.
Effective July 1 of each year, 80 hours of administrative leave is granted.
Sick leave accrues at approximately 12 days per year.
Employees are eligible to receive an additional 2.5% longevity pay, per level, after the completion of continuous service at 10, 20, 25, 30 and 35 years.

Extra-help employees who work less than 29 hours per week do not typically receive or accrue benefits of regular employees during their period of employment. All extra-help employees accrue .034 hours of Sick Leave for every full hour worked.
