The Position

The current vacancy is within the Department of Information Technology's Law and Justice Division.

This is the second level classification within the Information Technology Analyst job series. Incumbents in this job class perform the full range of information technology duties including application programming and support; troubleshooting, coding, and enhancing application systems; and basic systems analysis, and technology infrastructure support for the assigned information technology systems. The Information Technology Analyst II differs from the Information Technology Analyst III by the latter’s primary focus on systems analysis, design and functional specifications. 

Supervision received and excersized: Supervision is received from Information Technology Analyst staff; no supervision is exercised over others. 

MINIMUM QUALIFICATIONS:

Education/Training: Equivalent to an Associate’s degree, preferably in information technology. Please refer to the Document Submittal Requirements section for further information.

AND

Experience: Depending upon assignment: Two (2) years of software development and design experience which includes some system analysis. Or, two (2) years of experience in systems infrastructure support administering servers, storage, networks, security, databases, or desktops.

Note: Additional experience may substitute on a year for year basis for the educational requirement.

The Ideal Candidate will have the following desirable certifications:

  • Certificate of Competency in Business Analysis™ (CCBA®) Certification 
  • Certified Business Analyst Professional™ (CBAP®) Certification
  • PMI Professional in Business Analysis (PMI-PBA) Certification
  • Information Technology Infrastructure Library (ITIL) Certification
  • Business Process Modeling & Notation (BPMN) Certification

The Ideal Candidate will have the following desirable experience:

  • Demonstrated advanced level proficiency in eliciting, defining, documenting, organizing and managing functional and non-functional requirements, workflow analyses, data modeling and logical system design; create formal documentation of functional specifications describing customer business requirements.
  • Demonstrated advanced level of proficiency translating business requirements into technical requirements using a high degree of independence and technical expertise with assisting customers in defining and identifying business needs and requirements
  • Advanced knowledge in analyzing and evaluating business processes using various methods, metrics, tools and techniques of business process reengineering, analyze complex business problems and develop appropriate systems and business process recommendations/solutions on how to optimize use of existing technology investments.
  • Advanced Knowledge and experience the Information Technology Infrastructure Library (ITIL), Business Relationship Management best practices (e.g., Service Portfolio development, Demand Management, Problem management).
  • Superior knowledge and working experience in applying research and data analytical skills. Includes, analysis of technical, budgetary, contractual, operational statistical reports, terms, and conditions. Translate quantitative and qualitative data for consumption at various levels.
  • Superior oral, written, presentation, and facilitation communication skills. Demonstrating the ability to synthesize technical data for non-technical audiences.
  • Advanced level knowledge and working experience with leading application unit, integration and acceptance testing in conjunction with users and technical resources;
  • Advanced level experience in developing user test plans and use cases, technical/system documentation. 
  • Advanced level experience developing training curriculum and associated materials (e,g, job-aides, process guides etc.)  and facilitating end-user trainings for IT systems
LICENSING, CERTIFICATION AND REGISTRATION REQUIREMENTS:
Applicants may be required to possess a valid California Driver’s License, Class C. 
Note: All licenses, certificates and registrations must be kept current while employed in this class.

OTHER REQUIREMENTS:
Background Checks: The County may conduct a background check and a reference check on candidates prior to appointment to a position within this class. The background check may include the State of California Department of Justice, the Federal Bureau of Investigation (FBI), the Child Abuse Central Index (CACI), and criminal checks in any City/County where the applicant has lived, worked or gone to school.

Independent Travel: Incumbents are required to travel independently, for example, to perform work at other work sites, to attend meetings with other County employees, to attend meetings with community organizations, etc.

Hours of Work: Incumbents may be required to work weekends, holidays, irregular hours, 
on-call, and after normal business hours.

The eligible list created as a result of this recruitment will be used to fill full-time and part-time regular, limited-term or extra-help positions as vacancies occur throughout the County.

BENEFITS


Solano County offers a cafeteria-style medical package with health benefits, offered through CalPERS. The County contribution for family coverage is $1,671.27 per month for 2022. The County offers a cash back provision for those who choose employee-only or who waive medical insurance coverage.  The County may offer a supplemental contribution for employees enrolled in Employee plus Two or More coverage.

Dental and vision insurances for the employee and eligible dependents are paid 100% by the County.

Solano County participates in CalPERS retirement and contributes to Social Security. 
The County observes twelve (12) full day fixed and two (2) half day fixed paid holidays per year. Additionally, employees in this bargaining unit receive two (2) floating paid holiday(s) per year.  Vacation is accrued at approximately ten (10) days per year for the first three (3) years. Sick leave accrues at approximately 12 days per year. Effective July 1 of each year, 80 hours of administrative leave is granted.

Employees are eligible to receive an additional 2.5% longevity pay, per level, after the completion of continuous service at 10, 20, 25, 30 and 35 years.

Extra-help employees who work less than 29 hours per week do not typically receive or accrue benefits of regular employees during their period of employment. All extra-help employees accrue .034 hours of Paid Time Off.

Veterans Preference Points
