THE POSITION

The Information Technology Analyst III (Geographic Information Systems Analyst III) ensures completion of tasks in accordance with established policies and procedures; communicates policies, procedures and job expectations; and provides training to staff.  The incumbent will utilize skills that require technical expertise and an understanding of complex analytical procedures and systems processes, including analysis of complex business processes and requirements in the operation of GIS.  These duties include work flows, complex GIS analysis, GIS application development, GIS server/database administration, and project management.

The position requires the ability to:
  • Perform complex analytical tabular and spatial queries;
  • Integrate complex disparate spatial and tabular databases;
  • Recognize problems and develop recommendations and solutions;
  • Work effectively with clients, users and senior managers;
  • Promote and maintain a team environment;
  • Coordinate activities with vendors, clients, and staff;
  • Effectively communicate both verbally and in writing.

Supervision Received and Exercised:
  • Supervision is received from Information Technology Analyst staff
  • The incumbent may function as a project lead over smaller, less complex projects

MINIMUM QUALIFICATIONS:

Education: Equivalent to an Associate’s degree, preferably in information technology, or 
a closely related field. A Bachelor’s degree from an accredited college or university, 
preferably in information technology, management information systems may be substituted 
for two years of experience

Experience: Four (4) years of experience performing progressively responsible software development, or infrastructure management duties and functions.

Note: Additional experience may substitute on a year for year basis for the educational 
requirement.

LICENSING, CERTIFICATION AND REGISTRATION REQUIREMENTS:
Applicants may be required to possess a valid California Driver’s License, Class C. 
Independent travel will be required.

The eligible list created as a result of this recruitment will be used to fill full-time and part-time regular, limited-term or extra-help positions as vacancies occur throughout the County.

Solano County offers a cafeteria-style medical package with health benefits, offered through CalPERS. The County contribution for family coverage is $1,671.27 per month for 2022. The County offers a cash back provision for those who choose employee-only or who waive medical insurance coverage.  The County may offer a supplemental contribution for employees enrolled in Employee plus Two or More coverage.

Dental and vision insurances for the employee and eligible dependents are paid 100% by the County.

Solano County participates in CalPERS retirement and contributes to Social Security. 
The County observes twelve (12) full day fixed and two (2) half day fixed paid holidays per year. Additionally, employees in this bargaining unit receive two (2) floating paid holiday(s) per year.  Vacation is accrued at approximately ten (10) days per year for the first three (3) years. Sick leave accrues at approximately 12 days per year. Effective July 1 of each year, 80 hours of administrative leave is granted.

Employees are eligible to receive an additional 2.5% longevity pay, per level, after the completion of continuous service at 10, 20, 25, 30 and 35 years.

Extra-help employees who work less than 29 hours per week do not typically receive or accrue benefits of regular employees during their period of employment. All extra-help employees accrue .034 hours of Paid Time Off.

Based on the information provided in the application documents, the qualified applicants may be invited for further examination and will either be pre-scheduled by the Department of Human Resources or be invited to self-schedule.
