The Health and Social Services Department's responsibilities include providing health, mental health, substance abuse and social services to the community as well as administering federal, state and local public assistance programs.

Child Welfare Services Division 

The mission of Solano County Child Welfare Services Division is to protect children from abuse and neglect by strengthening their families or finding safe, permanent homes so that they can grow into healthy, productive adults.  To accomplish our mission, we will be working with our community partners.

THE POSITION

This position is responsible for planning, organizing and directing one or more major specialized public Social Services programs and assisting the Child Welfare Services Deputy Director in division administration. As an Assistant Deputy Director, you will serve as a member of the department's management team.

This class is characterized by the responsibility for the management of one or more social services programs and for assisting the Deputy Director in planning and organizing overall operations.  This class is distinguished from other management positions in the department in that incumbents manage large or multiple programs through subordinate program managers.  This class is distinguished from the Deputy Director in that the latter is responsible for management of an entire division and reports directly to the Department Director.

Modified work schedules such as 9/80 work schedules may be available. 

The current vacancy is for a full-time position in Child Welfare Services. This position is an “at-will” senior management position and is exempt from the civil service; incumbents serve at the discretion of the appointing authority.


CHILD WELFARE SERVICES POSITION REQUIREMENTS

Experience

Five years of progressively responsible experience in the delivery of community Social Services that includes direct program management and supervision of professional staff coupled with experience in public administration including budget preparation, program planning/evaluation and supervision 

Education 

A Bachelor's degree is required from an accredited college or university preferably with a major in Social Work, Business or Public Administration or a related field. A Master's degree in Social Work is preferred.

SPECIAL REQUIREMENTS

Depending on assignment, candidates for positions in this class may be required to possess a Master's degree in Social Work and a valid Licensed Clinical Social Worker license issued by the State Board of Behavioral Science Examiners.

Possession of or ability to obtain a valid Class C California driver's license may be required.

BENEFITS/ WHAT'S IN IT FOR YOU?

Solano County offers a cafeteria-style medical package with health benefits, offered through CalPERS. The County contribution for family coverage is $1,671.27 per month for 2022. The County offers a cash back provision for those who choose employee-only or who waive medical insurance coverage. The County may offer a supplemental contribution for employees enrolled in Employee plus Two or More coverage. 


Dental and vision insurances for the employee and eligible dependents are paid 100% by the County.   

Solano County participates in CalPERS retirement and contributes to Social Security. 

The County observes 12 full day fixed and 2 half day fixed paid holidays per year. Additionally, employees in this bargaining unit receive 2 floating paid holiday(s) per year.  

Vacation is accrued at approximately 15 days per year for the first 10 years. Sick leave accrues at approximately 12 days per year. Effective July 1 of each year, 80 hours of administrative leave is granted.

  

Employees are eligible to receive an additional 2.5% longevity pay, per level, after the completion of continuous service at 10, 15, 20, 25, 30 and 35 years. Employees may receive credit for prior years of service employed with California cities, counties, joint power authorities, and other special districts as approved by the Director of Human Resources and the County Administrator.

Extra-help employees who work less than 29 hours per week do not typically receive or accrue benefits of regular employees during their period of employment. All extra-help employees accrue .034 hours of Sick Leave for every full hour worked.
