Introduction

This is highly responsible professional and managerial work in developing and administering city budgets.

Nature Of Work

Under administrative direction of the Chief Financial Officer, serves as chief budget officer of the city.  This employee plans and directs the analysis, preparation, and administration of the city’s annual operating budget, its multi-year capital improvement budget, program budgets and certain state and federal aid budgets.  Work is of unusual difficulty requiring the exercise of extensive initiative and independent judgment.  Work is reviewed through conferences, reports submitted, and results achieved.  Appointed position; employee serves at the pleasure of the Mayor.

Examples of Duties

Develops schedules for the preparation of the various city budgets, the Truth in Millage (TRIM) process, and a variety of timetables relating to budgetary processes and reports.  

Plans and projects funding and revenue sources such as taxes, grants, and fees as well as debts and expenditures; recommends budget service levels; prepares cost benefit analyses, multi-year funding options and alternative expenditure analyses; develops and monitors process of allocation and control of city fiscal resources at levels established by the Mayor and City Council; provides recommendations to senior management regarding proposals for increases to various rates, fees and taxes.  

Serves as grant administrator for a variety of federal and state grants obtained by the city and ensures compliance with grant provisions and timetables.  

Manages and directs the writing and publication of annual and multi-year budget documents and reports, including policy documents, resolutions and ordinances, technical manuals, etc.  

Participates in numerous committees relating to budget and financial issues, providing technical and general management input; consults with city officials and personnel on funding requests and justifications, organizational changes, expenditure levels, fiscal ramifications of proposals and enhancement of budgetary processes; monitors and manages the city position control system to ensure cost control.   

Supervises staff engaged in budget preparation, expenditure control, special projects, and other budget related functions; reports to the Financial Officer, and others on budget matters including allotment and use of state and federal revenue sharing funds, capital improvements, special projects and grant status, and financial condition assessments; makes presentations on budgetary matters to civic, planning, professional and taxpayer groups; reviews and recommends proposed local, state and federal legislation with potential financial impact on the city.  

Prepares reports and correspondence; assigns, develops and evaluates staff; manages unit budget and work processes.

Knowledge, Skills & Abilities

Comprehensive knowledge of:  accounting principles and practices relating to budgeting; methods and problems of municipal budget formulation and control; municipal administration and organization.   

Extensive knowledge of:  modern management practices and procedures; statistical methods and quantitative analysis techniques; federal and state revenue sharing processes; application of data processing to accounting and budgetary analysis.   

Ability to:  formulate, implement and maintain large and complex municipal budgets; establish and maintain effective working relationships with city officials, administrators, department directors, managers, other city personnel and the general public; plan, assign, direct and coordinate the work of professional, para-professional and clerical employees in a manner that promotes full performance; prepare and present budgetary and financial reports in an effective and understandable manner.   

Skill in:  gathering and analysis of financial and budgetary data.

Minimum Qualifications

Graduation from an accredited college or university with a master’s degree in business or public administration, accounting or related field and seven (7) years of experience in municipal budgeting, finance, or administration, including experience in a supervisory capacity.

OR

an equivalent combination of education (not less than possession of a high school diploma/GED), training and experience that would reasonably be expected to provide the job related competencies noted above.

Licenses or Certifications

Possession of a valid drivers license may be required.

Comments

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
