Introduction

This is highly responsible administrative work involving Human Resources activities.  Bargaining unit position.

Nature Of Work

Employees in this class perform activities of more than average difficulty within the Human Resources (HR)department. Tasks are in support of the computerized personnel timekeeping system; tasks include processing and verifying individual personnel actions and completing pertinent data input documents. Tasks involve performing and coordinating all aspects of HR transactions and records keeping, or responsibility for performing a major HR related function, such as timekeeping records processing and maintenance with diverse procedural requirements. Under general supervision, employees exercise reasonable initiative and independent judgement in detecting and correcting errors; employees perform assignments which require extensive contact with other employees; therefore, good interpersonal skills are necessary. Tasks are performed under the pressure of continuing deadlines and require a great deal of concentration to detail and accuracy. Employees will be required to train lower-level staff in assigned duties. Work is reviewed through observation, conferences, reports submitted, and results obtained.

Examples of Duties

Completes Workers’ Compensation forms; responds to employment verifications to include written replies to requests for detailed financial data when employee authorizes release.

Processes and reviews employee transactions, including timekeeping and performance evaluation forms; prepares and maintains employee personnel, timekeeping files and records; coordinates activities between Human Resources and various departments and accounting offices to include providing appropriate written notifications when required.

Prepares and maintains detailed HR records and databases; reviews timekeeping entries and transactions in the HRMS timekeeping systems including time worked, time off requests in submitted, cancelled, retracted, and approved status, authorization for overtime forms, and other related records compiled by employees and supervisors for accuracy, completeness, and conformance to appropriate guidelines; prepares, reviews, and audits records, such as grant-funded overtime, leave accruals and balances, mandatory and optional payroll deductions, periodically for accuracy and makes corrections as necessary.

Assists in such yearly events as: insurance open enrollment; annual leave bonus hour verification. Assists and guides employees and supervisors in making changes in Oracle for employees’ personal data and supervisory data using Oracle Self Service.

Provides information and counsels employees regarding status, separation pay, overtime, and other matters, either in person or by telephone; counsels retiring employees on procedures; responds to inquiries regarding HR policies and procedures, answering or referring as appropriate.

Assists employees in completing HR related forms on-line in Oracle Employee Self-Service such as changes to Deferred Compensation deductions, Direct Deposit, and W-4 Forms.

Reviews personnel forms for completeness and accuracy using computer to access basic personnel information as needed; reviews personnel actions being taken in order to determine appropriate pay with regard to salary review dates, class title, etc.

Prepares and maintains employee files; requests needed personnel file documents and materials; responds to inquiries from others regarding procedures, needed information; responds to inquiries from employees regarding their status, status changes, and other matters; participates in drafting/revising policies and procedures, giving comments verbally and/or in writing.

Researches personnel policies and procedures to provide information to others; researches employee files and records to secure information requested or needed; researches personnel policy and procedures, bargaining agreements, personnel files, etc., to determine correct pay status adjustments for employees, using computer to access data as necessary.

Calculates severance pay due to separating employees to verify/determine amounts entered.

Provides on-the-job training to lower-level employees; provides general oversight of temporary employees; issues work and instructions to lower-level personnel. Reviews lower level employees work.

Assists with projects and system implementations. Troubleshoots errors in the HRMS system; conducts testing during quarterly and yearly upgrades/patches in the HRMS systems .

Operates various office machines and equipment; initiates records and reports, and maintains necessary files; answers telephone, routing calls as necessary; arranges meetings and conferences as directed; serves as records retention coordinator.

Performs related work as required.

Knowledge, Skills & Abilities

Knowledge of: standard office practices and procedures utilized in the assigned area; municipal organization, programs and policies. municipal organization, programs, and public personnel administration principles and practices; personnel policies, procedures and union contracts, and the ability to apply this knowledge to the processing of personnel transactions; laws, rules, and regulations pertinent to municipal personnel/ timekeeping processing. Modern public HR administration principles and practices; civil service law, rules and regulations; personnel policies and pertinent collective bargaining agreements; Oracle, timekeeping system, and Telestaff.

Ability to: understand and follow complex oral and/or written instructions; work independently and complete activities assigned; train others in a variety of technical assignments; establish and maintain effective working relationships with other employees and the general public; perform basic mathematical computations, detect errors, maintain accurate records, conduct research of files and records, and prepare reports.

Minimum Qualifications

Graduation from an accredited high school, preferably supplemented by course work in business administration, computers or a related field, and one (1) year of experience in developing and maintaining records and reports; or an equivalent combination of training and experience.

Six (6) months of timekeeping experience preferred.

Comments

Employees may be required to work rotating shifts, including nights, weekends, holidays and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
