Nature Of Work

Under administrative direction, the employee in this class manages a program to identify training needs of city departments and employees and to design and implement training and educational activities that address those needs. Work is of unusual difficulty and requires the exercise of extensive initiative and independent judgement in information gathering to diagnose changing training requirements of the organization, training program design, scheduling, and evaluation. Work is reviewed through conferences, reports submitted, and results achieved. Appointed position; employee serves at the pleasure of the Mayor.

Examples of Duties

Designs, develops, and implements employee development programs in key delivery formats such as virtual on-demand, live webinars, in-class half-day sessions, as well as extended programs over several weeks. Delivers bi-weekly new employee Orientation program.

Directs staff in managing a third-party comprehensive video training library, selection, and quarterly uploads of video content to the Learning Management System, and publication of new content availability.

Administers an extensive leadership program designed to strengthen leadership and management competencies, share best practices, and increase understanding of organization-wide processes.

Customizes programs to client needs including the development of supervisory and workforce programs. Collaborates with managers and directors to determine training requirements and to identify appropriate solutions for performance gaps and team development interventions.

Manages and directs activities of external vendor partners who may assist in delivering learning experiences. Evaluates internal and external instructor performance and the effectiveness of training programs, providing recommendations for improvement.

Performs one-on-one supervisor and employee coaching, consulting, assessment, and measurement services to promote individual efficiencies and performance improvement.

Prepares long and short-range objectives and the operational budget for the Training Division. Develops training and system calendars to stay ahead of, and accurately track, hundreds of training events each year.

Forges working relationships with external stakeholders, including but not limited to universities, community colleges, public schools, private industry, and other government entities.

Research emerging trends, new technologies, concepts, and techniques to enhance internal programs. Develops key metrics to measure effectiveness of enterprise-wide training initiatives and programs.

Develops and implements division policies and procedures to ensure accuracy and consistency in processes, messaging, and service delivery.

Directs the management of the City’s tuition reimbursement program and associated budget accounts, ensuring accurate quarterly and annual financial reports.

Possesses in-depth understanding of cloud-based Oracle Learning Management System to direct implementation of specific quarterly functional updates. Oversees proactive issue resolution and escalation.

Prepares requests for proposals (RFP), working closely with Procurement and the Enterprise Business Office for appropriate bid process, vendor selection, and contract negotiation.

Prepares annual reports for City Council, surveys, and other research items for the Office of Chief of Staff.

Prepares reports and correspondence; assigns, develops, and evaluates staff; manages division budget and work processes.

Performs related work as required.

Knowledge, Skills & Abilities

Extensive knowledge of: principles and practices of training, methods of training, adult learning styles.

Considerable knowledge of: municipal administration and organization, modern developments in learning and talent development, current literature and sources of information relating to the training function.

Ability to: design and administer training programs; write and speak clearly and succinctly in a variety of communication settings and audience sizes; blend people into teams when needed and foster open dialogue and participation; establish and maintain effective working relationships with city employees, department directors, training vendors, and representatives of educational and training establishments; set clear objectives and measures; monitor process, progress and results of training programs.

Skill in: facilitating group processes such as role-playing, simulations, focus groups, personality insight activities such as Myers Briggs Type Indicator and DISC, emotional intelligence, and team dynamics.

Suggested Minimum Qualifications

Graduation from an accredited college or university with a bachelor’s degree, preferably a master’s degree, in public or business administration or related field, and five (5) years of experience in training program design and implementation including supervisory experience.

Licenses or Certifications

Possession of a valid Florida driver’s license required.

SHRM-CP, PHR, Certified Training and Development Professional, or other training industry certification preferred.

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.

Comments

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
