Introduction

This is highly responsible professional managerial work in administering a program for the recruitment, testing, certification, and classification of city employees.

Nature Of Work

Under administrative direction, the employee in this class directs the preparation and maintenance of the city’s position classification plan; the development and administration of programs for recruitment, the examination of applicants for employment and for promotional consideration of employees; the establishment and maintenance of eligible lists, the certification of eligible lists for appointment and promotion by the appointing authority, and other duties as assigned. Work is of unusual difficulty requiring the exercise of extensive initiative and independent judgment in ensuring compliance with all state and federal laws as well as the City of Tampa Civil Service Law and Rules and Regulations, and all union contracts. Work is reviewed through the observation of results, periodic conferences, and oral and written reports. Appointed position; employee serves at the pleasure of the Mayor.

Examples of Duties

Determines and executes the proactive recruitment strategies necessary to ensure top caliber applicants for city positions through open competitive and/or promotional processes; oversees the planning and scheduling of the recruitment and testing of qualified applicants.

Oversees and participates in the determination of the type of examinations to be used and in exam development, administration and rating; coordinates the research, development and adaptation of new technologies and methods of testing; oversees job analysis research for use in developing valid selection procedures, revising class descriptions, and other applications.

Coordinates the development and continuing maintenance of the city’s classification plan and the allocation and reallocation of positions to job classes and the assignment of pay grades.

Confers with managers of city departments and provides advice and counsel on matters such as certification, testing, interviewing, selection, classification, transfer, layoffs, reorganization, etc.; is responsible for ensuring that City staff are properly trained on consistent practices in these areas.

Represents the city on various boards, committees, and task forces as assigned.

Prepares reports and correspondence; assigns, develops and evaluates staff; manages unit work processes.

Performs related work as required.

Knowledge, Skills & Abilities

Extensive knowledge of: principles, practices, and procedures of human resources administration, including computer applications; recruiting practices and techniques; classification principles and practices and terminology and job content used in typical public sector jobs; testing principles; and salary administration.

Considerable knowledge of: principles and practices of employment law including equal employment opportunity, ADA, ADEA, Veteran’s Preference, etc.; statistical methods and quantitative analysis techniques.

Ability to: plan, assign, direct, and coordinate the work of professional, paraprofessional, and clerical employees in a manner that promotes full performance; establish and maintain effective working relationships with city officials, managers, employees, and the general public; write and speak clearly and succinctly in a variety of communication settings.

Skill in: communication; process and change management; research and analysis of data; making presentations in a variety of settings.

Suggested Minimum Qualifications

Graduation from an accredited college or university with a master’s degree in public or business administration or related field and five (5) years of experience in personnel administration at the supervisory or managerial level.

Licenses or Certifications

Possession of a valid drivers license may be required.

Comments

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
