Establishes and manages procedures to implement the city’s W/MBE ordinance and Executive Order enacting the City’s SBE program; administers process for certification of businesses as W/MBE and SBEs and conducts annual review of existing certifications to renew or revoke certifications based on established criteria; provides oversight and direction of the City’s AAP program for contractors, subcontractors and vendors.
Provides information and/or technical assistance to W/MBE and SBEs to enhance their awareness about procurement opportunities and to increase their ability to compete effectively for the award of city contracts; administers compliance guidelines for contractors, including monitoring and reporting procedures to ensure adherence with W/MBE participation goals throughout the contract term; reviews projects or bids to determine if any portions are suitable candidates for an SBE solicitation and recommends to the SBE Committee that such projects or bids be set aside as an SBE solicitation.
Assists divisions in the analysis of city department/division purchasing budgets to ascertain potential W/MBE and SBE opportunities; implements and administers tracking mechanisms to measure W/MBE and SBE participation with city departments and divisions; monitors the city’s progress toward achievement of M/WBE goals and SBE participation.
Prepares reports and correspondence; assigns, develops and evaluates staff; manages unit budget and work processes.
Performs related work as required.
Comprehensive knowledge of: federal and state laws and guidelines relating to job duties (e.g. affirmative action).
Extensive knowledge of: modern management practices and procedures; modern office practices, procedures and equipment. Considerable knowledge of: municipal administration and organization.
Ability to: plan, assign, direct, and coordinate the work of professional, paraprofessional and clerical employees in a manner that promotes full performance; write and speak clearly and succinctly in a variety of communication settings; establish and maintain effective working relationships with city employees, directors, managers and other employees, women and minority business enterprise owners, and the general public; learn and apply the provisions of the city’s W/MBE ordinance and its purchasing program; set clear objectives and measures to monitor process, progress and results.
