Nature Of Work

Employees in this class participate in a variety of municipal program and/or project planning activities. Work is of considerable difficulty and will often take the team lead on planning projects, regulatory and policy amendments, coordination of various phases of the planning process, and participation in analysis of municipal conditions/needs and development of plans. To perform assignments effectively, employees must possess considerable knowledge of planning principles and practices and possess or be capable of readily acquiring knowledge of broad program or subject areas associated with assigned specialty. Considerable initiative and independent judgment are necessary to ensure that activities are completed in accordance with plan production requirements. Employees must maintain a high level of communication with all City of Tampa regulatory departments in order to cultivate productive relationships. Work is performed under direction and reviewed through conferences, reports submitted, and results obtained.

Examples of Duties

All Departments

Coordinates and participates in preparation and production of major plans and/or grant applications; develops work programs and schedules, including coordination of tasks performed by personnel in other departments and components completed or contributed to by outside agencies or advisory committees; serves as liaison with other agencies and departments to ensure completion of projects in a timely and accurate manner; reviews plans and/or grant applications to ensure quality, accuracy, and conformance with applicable regulations and procedures and revises as needed; participates in development, drafting, revision, and recommendation of program/project plans to address economic, social and physical problems and needs; collects, assimilates, analyzes, and interprets data and indicators regarding municipal conditions; prepares projections of changes in conditions and needs for specific services and programs; oversees development of broad or particularized plans which document existing conditions, needs, goals, objectives, policies, work programs, implementation strategies, and budgets; participates in evaluation of plans and proposals from outside agencies and budget submissions from departments relative to municipal needs and plans; oversees development of grant requests for funds to implement programs/projects; ensures that plans are revised to address changing conditions and needs and to facilitate implementation; oversees and participates in administration of grant projects, including budget formulation and revision, and project revisions and closure activities.

Conducts/participates in meetings and public hearings to discuss, develop, or explain plans and recommendations; presents recommendations regarding plans and other proposals to various municipal officials; maintains liaison with representatives of departments and outside agencies to determine planning, projects, or initiative needs and provide assistance; serves on various planning committees as representative of department or municipal interests; provides technical advice and guidance to study committees and community groups.

Interprets codes and regulations in order to ensure compliance with same; researches, identifies, reviews, and analyzes potential grant and other funding sources, where appropriate; reviews publications to maintain awareness of planning developments and changes in governmental programs and regulations.

City Planning Department

Acting as a city liaison to Plan Hillsborough to assist with comprehensive plan coordination and implementation.

Analyze policies and create recommendations utilizing a variety of planning/design tools (i.e. ArcGIS, SketchUp, Adobe Creative Suite, Microsoft Excel etc.).

Attends meetings regarding policy determinations related to areas of responsibility; is responsible for long-range goals, planning and methodologies; develops planning strategy and policy level implementation given limited City resources.

Support a variety public engagement and collaboration efforts.

Performs related work as required.

Development and Growth Management Area

Conducts zoning reviews of Development Regional Impacts (DRI), subdivisions and Development Agreements.

Coordinates City review, inspections and approvals of subdivisions and other departments and divisions, in order to guarantee the construction of infrastructure while remaining code compliant.

Coordinates DRI review and approval; as well as CDD review within the City of Tampa.

Coordinates and reviews Development Agreements; provides information to the City administration for use in determining the feasibility of allowing City resources to be used.

Attends meetings regarding policy determinations related to areas of responsibility; is responsible for long-range goals, planning and methodologies; develops planning strategy and policy level implementation given limited City resources.

Prepares annual reports as needed for municipal and state officials.

Performs related work as required.

Mobility Department

Works with Mobility planning staff to provide city-focused guidance and expertise to Hillsborough Transportation Planning Organization for planning purposes.

Serves on TPO committees as needed.

Helps to coordinate National Environmental Policy Act (NEPA) clearance through direct or consultant-supported efforts for federally-funded projects.

Facilitate updates with granting agencies by coordinating with designers, contractors, consultants, city staff, and other stakeholders.

Performs related work as required.

Knowledge, Skills & Abilities

Knowledge of: principles and practices of urban and regional planning; transportation planning; urban design; vision zero; federal, state, and municipal legislation impacting municipal government planning efforts; methods and techniques of report and grant application preparation; planning principles, practices, and program content in a particular subject area might be required; grant administration practices and procedures might be required. ArcGIS, Adobe Creative Suite, Sketch Up, or similar geographic information system software; research techniques and data sources.

Ability to: plan and coordinate development of plans, reports, and grant applications; collect, assimilate, analyze, and interpret data and draw sound conclusions; prepare oral and written reports and impart them effectively; formulate sound recommendations and present them effectively; establish and maintain effective working relationships with, other employees, municipal officials, and the general public.

Physical Requirements

Mostly sedentary, indoors, requires extended use of computer, typing and viewing a monitor.

Minimum Qualifications

Graduation from an accredited college or university with a master’s degree in planning, geography, public administration, business administration or a related field and three (3) years in urban planning project management or related experience; OR

An Equivalent combination of education (not less than possession of a high school diploma/GED), training and experience that would reasonably be expected to provide the job-related competencies noted above.

Licenses or Certifications

Possession of a valid drivers license is preferred.

Comments

Employees may be required to work rotating shifts, including nights, weekends, holidays and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
