Introduction

This is skilled and supervisory automotive maintenance, repair and servicing work.

Nature Of Work

An employee in this class is responsible for performing a variety of tasks of more than average difficulty in the operation of a major automotive repair and service center. Under general supervision, responsibilities involve supervising work performed on diverse automotive vehicles and equipment in support of a municipal fleet ranging from light trucks to specialty and heavy off-road construction equipment. In addition to assisting in or performing supervisory assignments of a technical nature, the employee is expected to perform requisite personnel management activities including discipline administration, performance appraisals, training, and employee selection. Because some of the work being performed is hazardous, the employee is required to instruct subordinates in the proper use of tools, equipment, and safety methods to avoid injuries. The exercise of reasonable initiative and independent judgment is required in supervising work activities and ensuring timely completion. Work is reviewed while in progress and upon completion through observation, conferences, reports submitted, and results obtained.

Examples of Duties

Participates in scheduling, coordinating, and supervising the operation of a major automotive repair and service center; reviews work order status and makes appropriate changes.

Supervises and participates in performing a variety of complex maintenance and/or specialized repair tasks on automotive, construction, and/or special vehicles and equipment; inspects and tests (to include road testing) completed work of subordinate employees to ensure conformance to prescribed standards of quality and safety; provides technical assistance and guidance or solves unusual or complex mechanical problems.

Establishes and controls preventive maintenance requirements for vehicles and similar types of automotive equipment based upon the manufacturers’ recommended preventive maintenance schedules; reviews preventive maintenance criteria and recommends adjustments based on local environmental operating conditions and availability of shop resources; reports any unresolved cases involving failure to comply with the city’s published preventive maintenance schedule.

Supervises such fleet support services activities as: tire repair and replacement; heavy equipment lubrication; dispensing of fuel, oil, and transmission fluid in servicing operation.

Prepares and maintains records and reports incidental to servicing, inspection; maintenance, and/or documents repair work accomplished by the work unit, and records supplies and materials used; prepares time, material, and cost estimates for maintenance, repair, and inspection of vehicles/equipment.

Reviews work orders for completeness and accuracy; ensues that time and parts are reasonable for particular repair; enters appropriate notes into system.

Recommends changes and adjustments in personnel to accommodate work conditions; trains and instructs subordinates in the proper use of tools and instruments, and safety methods in order to avoid injuries; ensures proper level and variety of parts/supplies are maintained; recommends tool and equipment acquisition and replacement; recommends work method modifications to improve work output and/or quality.

Documents damaged vehicles/equipment with the use of a camera.

Discusses complaints/problems with others to understand and help resolve problems.

Recommends such personnel actions as employment, promotions, transfers, demotions, suspensions, and dismissals; administers required discipline and responds to employee grievances; responds to employee leave and training requests; completes performance evaluations.

Performs related work as required.

Knowledge, Skills & Abilities

Considerable knowledge of: standard methods, practices, tools, and equipment used in automotive and mechanical maintenance and repair; standard methods, practices, and criteria used in establishing special vehicle preventive maintenance program, where required; occupational hazards and safety precautions related to automotive maintenance and repair, especially as applied to the Occupational Safety and Health Act (OSHA).

Working knowledge of: operation and use of a variety of automotive vehicles and equipment.

Some knowledge of: maintenance planning and scheduling techniques; effective supervisory techniques; effective storekeeping methods.

Ability to: locate, define, and repair defects in a wide variety of general or specialized automotive equipment; develop and maintain an automotive preventive maintenance program for a variety of vehicles and equipment, where required; plan, assign and supervise the work of others, and direct operation of a major automotive repair area; establish and maintain effective working relationships with employees and the public; follow oral and written instruction; prepare estimates and submit clear, accurate, and complete reports; operate a variety of motor vehicles; perform tasks requiring physical strength and endurance.

Skill in: use and care of tools and equipment of the trade.

Minimum Qualifications

Graduation from an accredited high school or vocational school, and three (3) years of progressively responsible experience in automotive equipment maintenance and repair, preferably including six (6) months of related supervisory experience.

Licenses or Certifications

Possession of a valid Florida driver’s license; a valid Florida commercial driver’s license may be required.

Comments

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
