This is responsible supervisory and technical electronics work.

The employee in this class is responsible for acting as assistant to an electronics superintendent and performing a variety of supervisory and technical assignments of considerable difficulty in the operation of a municipal electronics service center. Under direction, responsibilities include assigning, supervising, reviewing, and participating in the installation, maintenance, modification, and repair of diverse electronic, radio communication and electrical equipment, systems and controls. Assignments are performed primarily at the center and include diagnosing equipment/system problems and supervising and participating in their resolution. The employee is also expected to provide guidance and assistance to lower level employees in solving difficult and technical problems. In addition to performing supervisory assignments of a technical nature, the employee is expected to participate in performing personnel management activities including discipline administration, performance appraisals, training, and employee selection. Because some of the work being performed is hazardous, the employee is required to instruct subordinates in the proper use of tools, instruments, equipment, and safety methods to avoid injuries. The exercise of considerable initiative and independent judgment is required in supervising work activities and ensuring timely completion. Work is reviewed while in progress and upon completion through observation, conferences, reports submitted, and results obtained.

Supervises, assigns, and participates in installation, maintenance, repair, and modification of radio communications, as well as varied and specialized electronic systems and equipment; inspects completed work for accuracy, completeness, uniformity, and conformance to good engineering practices; supervises and instructs employees in proper and efficient operation and use of electronic test equipment and tools; instructs municipal radio operators on procedures for obtaining maximum efficiency; assists technicians in completion of difficult technical tasks.

Assists in the preparation and maintenance of records and reports incidental to work accomplished by the work unit and supplies and material used.

Recommends changes and adjustments in personnel to accommodate working conditions; trains and instructs subordinates in the proper use of tools, instruments, and safety methods in order to avoid injuries; ensures that proper level and variety of part/supplies are available; recommends tools and equipment acquisition and replacement; recommends work method modifications to improve work output and/or quality.

Recommends such personnel action as employment, promotions, transfers, demotions, suspensions, and dismissals; administers required discipline and responds to employee grievances; completes performance evaluations.

Functions as liaison for homeland security meetings with Hillsborough County Sheriff’s Office, Federal Department of Law Enforcement and for special events meetings; schedules and coordinates with outside vendor installations.

Maintains electronic work order system; handles all warranty repairs with outside companies; oversees maintenance of towers, tower lights, and maintenance.

Responsible for: tracking software and licenses; laptop computers, cameras, and video recorders in police cars; field radios for Water, BHD, Sewer and Police; handles interfacing/patching between City and County dispatch centers.

Takes charge of the operation in the absence and upon the request of the superintendent.

Performs related work as required.

Extensive knowledge of: principles and practices of radiotelephone communication systems; principles of electronic systems, electrical theory and maintenance.

Considerable knowledge of: operating principles of radio transmitting and receiving equipment and related power supplies; methods, tools, equipment, and material used in radio testing, repair, and maintenance; computer software operations; occupational hazards and appropriate safety precautions.

Working knowledge of: effective supervisory techniques; maintenance planning and scheduling techniques.

Ability to: detect defects in radio communications, electrical and electronic equipment, and to make technical repairs and installations; interpret and work from plans and schematics; assign, supervise, and review the work of others; establish and maintain effective working relationships with employees and others; follow oral and written instructions, keep accurate records, and prepare and submit clear, concise, and accurate reports.

Skill in: use and care of electronic repair tools and equipment; computer hardware and software.

Ability to lift 20-40 lbs., mostly sedentary; combination of indoors and outdoors. Requires extended use of computer, typing and viewing monitor.

Graduation from an accredited high school and completion of an equivalent of two years of college majoring in electronics or radio technology, with five (5) years of progressively responsible experience in installation, maintenance, modification, and repair of diverse electronic, electrical, and radio communication equipment including two-way radio, plus six (6) months of related supervisory experience.

Possession of a General Radiotelephone Operator’s license issued by the (FCC) Federal Communications Commission or certification by NABER (National Association of Business and Educational Radio) or APCO (Association of Public Safety Communication Officials).

Evaluation of education and experience. Drug testing is included in all pre-employment processing.

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
