Introduction

This is highly responsible administrative and technical electronics work.

Nature Of Work

The employee in this class is responsible for performing a variety of administrative and technical tasks of considerable difficulty involving scheduling, coordinating, and supervising the operation of a municipal electronics service center. Under direction, responsibilities involve overseeing the installation, maintenance, modification, and repair of diverse electronic, radio communication and electrical equipment, systems, and controls. Responsibilities also include supervising an electronic parts inventory operation involved in accounting for, issuing and receiving parts. In addition to performing supervisory assignments of a technical nature, the employee is expected to perform personnel management activities including discipline administration, performance appraisals, training, and employee selection. Other tasks include providing input for developing work unit goals and objectives and formulating work methods and procedures for their accomplishment. The exercise of considerable initiative and independent judgment is required in scheduling and coordinating work activities and in ensuring timely completion. Work is reviewed while in progress and upon completion through observation, conferences, reports submitted, and results obtained.

Examples of Duties

Plans, directs, coordinates, and supervises installation, maintenance, and servicing of two-way radio communications equipment, monitoring and sound distribution systems, bomb robot, dispatch center, AVL, recorders, television, telemetry, microwave, emergency communications, and electronic surveillance equipment; supervises, trains, and offers assistance to subordinate personnel in performance of required assignments.

Designs and engineers varied and specialized radio communications and electronics equipment; formulates and prepares detailed specifications for two-way radio communications and specialized electronic equipment.

Surveys radio communications and electronics equipment as to cost of operations, reliability, and age; evaluates bids submitted for two-way radio communications equipment to determine acceptability and makes recommendations; in charge of all radio communication in and out of building; on-going monitoring; works on future communications; serves as subject matter expert for radio communications.

Handles contracts for leasing out space on the City’s towers; deals with real estate department and other outside vendors.

Prepares and maintains records and reports incidental to work accomplished by the work unit and supplies and materials used; maintains Federal Communications commission (FCC) frequency licenses.

Recommends changes and adjustments in personnel to accommodate working conditions; trains and instructs subordinates in the proper use of tools, instruments, and safety methods in order to avoid injuries; ensures proper level and variety of parts are maintained; evaluates and recommends tool, instrument and equipment acquisition and replacement; develops and recommends work method modifications to improve work output and/or quality.

Prepares section budget to be included in unit budget; recommends such personnel actions as employment, promotions, transfers, demotions, suspensions, and dismissals; administers required discipline and responds to employee grievances; completes performance evaluations.

Performs related work as required.

Knowledge, Skills & Abilities

Extensive knowledge of: principles and practices of radiotelephone communication systems; principles of electronic systems, electrical theory, and maintenance; operating principles of radio transmitting and receiving equipment and related power supplies; methods, tools, equipment, and material used in radio testing, repair, and maintenance; computer software operations.

Considerable knowledge of: effective supervisory techniques; occupational hazards and appropriate safety precautions; maintenance planning and scheduling techniques.

Working knowledge of: effective techniques and procedures for storing and retrieving parts.

Ability to: detect defects in radio communications, electrical and electronic equipment, and make technical repairs and installations; formulate and create plans and schematics; plan, schedule, and supervise the work of others; establish and maintain effective working relationships with employees and others; manage and direct the operation of an electronic equipment service center; follow oral and written instructions, keep accurate records, and prepare and submit clear, concise, and accurate reports.

Skill in: use and care of electronic repair tools, equipment and computer hardware and software.

Physical Requirements

Mostly sedentary, indoors, requires extended use of computer, typing and viewing monitor. 

Minimum Qualifications

Graduation from an accredited high school and completion of an equivalent of two years of college majoring in electronics or radio technology, with five (5) years of progressively responsible experience in installation, maintenance, modification and repair of diverse electronic, electrical and radio communication equipment including two-way radio, plus one (1) year of related supervisory experience; or an equivalent combination of training and experience.

Licenses or Certifications

Possession of a General Radiotelephone Operator’s license issued by the (FCC) Federal Communications Commission or certification by NABER (National Association of Business and Educational Radio) or APCO (Association of Public Safety Communications Officials).
Possession of a valid Florida driver’s license.

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.

Comments

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
