Introduction

This is highly responsible and technical supervisory fleet acquisition/ replacement work.

Nature Of Work

The employee in this class is responsible for performing a variety of supervisory and technical tasks of considerable difficulty in the development and implementation of a diverse fleet acquisition/replacement program. Under direction, responsibilities involve planning, scheduling, coordinating, and supervising the performance of such activities as fleet analysis, replacement, procurement, and related activities in support of a municipal fleet operation. Work requires considerable liaison with user departments and vendor community regarding special equipment needs. In addition to performing supervisory assignments of a technical nature, the employee is expected to perform requisite personnel management activities including discipline administration, performance appraisals, training, and employee selection. Other tasks performed include developing work unit goals and objectives and formulating work methods and procedures for their accomplishment. The exercise of considerable initiative and independent judgment is required in developing and implementing programs as well as in scheduling and coordinating work activities and ensuring timely completion. Work is reviewed while in progress and upon completion through observation, conferences, reports submitted, and results obtained.

Examples of Duties

Plans, directs, coordinates, and supervises development and implementation of a diverse fleet acquisition/replacement program.

Coordinates and supervises comprehensive fleet analyses to determine viable annual fleet replacement schedules; establishes annual replacement budget; directs the planning and scheduling of approved annual replacement/acquisition plans; reviews departmental vehicle and equipment requirements and makes recommendations on distribution; supervises development and writing of technical specifications for vehicle/equipment acquisition; supervises the preparation of service contracts; directs the vehicle/equipment disposal program; supervises and assists in preparation of various analytical reports regarding equipment replacement cycles, motor pooling, and other fleet management activities.

Prepares and maintains records and reports incidental to work accomplished by the work unit.

Recommends changes and adjustments in personnel to accommodate work conditions; develops and recommends work method modifications to improve work output and/or quality.

Prepares unit budget to be included into division budget; recommends such personnel actions as employment, promotions, transfers, demotions, suspensions, and dismissals; administers required discipline and responds to employee grievances; completes subordinates’ performance evaluations.

Performs related work as required.

Knowledge, Skills & Abilities

Extensive knowledge of: construction, assembly, and maintenance requirements of diversified automotive equipment; technical characteristics of a variety of automotive equipment; operation, capability and use of a variety of light and heavy equipment.

Considerable knowledge of: effective supervisory techniques; maintenance planning and scheduling techniques.

Ability to: prepare general and specialized vehicle and equipment specifications; arrive at decisions independently in accordance with established rules and regulations; plan, assign, and supervise the work of subordinate personnel; establish and maintain effective working relationships with employees, officials, and the general public; follow complex oral and written instructions and prepare and submit clear, accurate, and complete reports.

Minimum Qualifications

Graduation from an accredited high school or vocational school and five (5) years of progressively responsible experience in maintenance, repair and servicing of light and heavy equipment, plus three (3) years of experience in general and specialized automotive vehicle and equipment specification preparation, including one (1) year of related supervisory experience.

Licenses or Certifications

Possession of a valid Florida driver’s license.

Comments

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
