Conducts compliance inspections on major municipal building, civil and utility construction projects; reviews and becomes familiar with construction plans and specifications; inspects all materials and equipment delivered to the construction site to ensure that they meet specifications; conducts inspections of equipment to identify maintenance and repair needs; observes work and work methods to ensure that the structure is built utilizing acceptable work practices; inspects work in progress and upon completion to ensure acceptable level of workmanship and compliance with plans and specifications; conducts re-inspections to ensure compliance; interviews contractor and employees to ensure that labor laws and regulations are being observed; maintains a daily project log, records facts concerning work activity, work force, equipment in use, inspection activities, accidents, visitors, weather conditions, and unusual happenings.
Resolves differences between plans and specifications; within guidance provided, approves minor deviations in construction methods and practices which conform to established precedent; investigates citizen complaints and recommends corrective action; makes percentage estimates of work under construction for partial payments; assists in preparation of drawings of the finished construction project; maintains records and reports used in daily inspections to document activities, work progress, daily diaries, testing, and change orders.
Performs various laboratory tests of materials; provides property information to the public including location of utilities; computes quantities; reviews and field inspects utility permit requests; prepares sketches and researches utility information for proposed additional construction and renovations; conducts information searches of tax records, deeds, abstracts, office files, court records, aerial photos, private surveys; enters/retrieves data in files using computer to maintain accurate and complete records; approves or rejects the placement/relocation of utilities; reviews and makes comments on preliminary construction plans and specifications.
Explains/ interprets information/policies for employees, public, and other agencies.
Operates a lightweight motor vehicle for travel to and from work sites; operates digital paging system, cell phone, mobile radio, etc. to communicate with others.
Coordinates work programs for projects through utility review including both in-house plan review and field operations.
Operates microfilm/microfiche reader/viewer in order to read microfilm.
Performs related work as required.
Considerable knowledge of: utilities construction practices, techniques, trades, and safety practices.
Working knowledge of: basic mathematics; basic methods and techniques of engineering; municipal rules, regulations and ordinances relating to construction activities; departmental policies, procedures and guidelines; field inspections; computer usage (AutoCAD, MS Office, etc).
Ability to: read and comprehend construction and related codes, contracts and requirements; follow a logical line of inquiry and reach logical conclusions; use testing instruments; use level and transit to establish and check elevation; perform detailed mathematical computations rapidly and accurately; coordinate activities with others; prepare accurate, factual oral and written reports and maintain records; read dials and gauges; recognize factors which lead to unacceptable results or unsafe conditions; read/interpret survey, engineering/architectural data, plans and specifications; read and interpret legal requirements of contracts; evaluate construction progress/complaints; recognize improper procedures, materials and workmanship; verbally communicate moderately complex information; follow and explain moderately complex instructions and procedures; establish and maintain effective working relationships with other employees, contractors’ representatives, officials, and the general public; perform tasks requiring physical exertion might be required.
