Supervises and participates in planning, design and construction of storm drainage, sanitary sewer or water systems, and of streets, sidewalks, buildings, and other municipal structures; prepares and revises preliminary designs, cost estimates, and project recommendations for inclusion in planning and design process; supervises and participates in inspection of construction jobs; provides input into final “as built” plans and municipal records in the assigned area.
Directs or participates in development of annual department budget; coordinates plans, special studies, contracts, design and functional requirements with municipal departments and contractors, engineering firms, and other government agencies; represents department at technical and public meetings; performs functions in administration of federal programs through coordination with municipal departments and outside agencies by understanding and interpreting federal guidelines and requirements.
Solicits consultant proposals, negotiates fees, approves invoices, and performs all consult project management functions.
Assists plant manager and performs supervisory and technical work in operation and maintenance of a wastewater treatment facility, including lift stations and related systems and equipment.
Exercises general supervision over operating sections engaged in traffic analysis, design and planning, signal operations, and signal installation, and maintenance, both conventional and computerized.
Supervises and trains professional, sub-professional, technical, and clerical personnel; completes studies and reports and makes recommendations with respect to future projects and preventative maintenance programs; reads and interprets blueprints, technical drawings and diagrams to determine proper interface configurations.
Oversees production of construction contract documents; determines bid items and quantities for project contracts and prepares bid specifications and engineering estimates; approves or disapproves documents and communicates results to appropriate design professional (architects, engineer, etc.); prepares construction and environmental permit applications, and coordinates actual filing, tracking, and resolution of permit issues and the attendant construction process.
Advises public on environmental control and solid waste requirements, rules, and regulations to ensure compliance with same; locates and identifies problems in storm sewer lines and decides what remedy should be taken to fix problem.
Oversees production of construction contract documents; recommends personnel actions such as discipline, reprimands, demotions, suspensions, and dismissals in order to correct or terminate inappropriate or unacceptable work behavior; completes performance evaluations on subordinate.
Performs related work as required.
Considerable knowledge of: principles and practices of the assigned area of engineering; federal, state, and municipal rules, regulations, ordinances, and other pertinent documents; engineering developments and information related to area of assignment, such as wastewater treatment and disposal on a major scale, or traffic engineering; supervisory techniques.
Ability to: coordinate, assign, supervise, and review the work of others engaged in a variety of engineering assignments; plan, design, and prepare complete engineering plans and specifications for major projects; read and interpret engineering plans and specifications; analyze engineering data and draw sound conclusions; prepare and submit detailed, clear, and concise reports, both orally and in writing; train others in the assigned area, as well as to establish and maintain effective working relationships with employees, officials, and the general public.
Skill in: use of personal computers and software including word processing, spreadsheets, databases, and applicable engineering software (models).
Possession of a valid Florida driver’s license required.
