Directs or participates in preparation of rules, regulations, and ordinances; coordinates plans, special studies, contracts, design, and functional requirements with municipal departments and outside sources, such as contractors, engineering firms and governmental agencies; represents department in area of work at technical meetings and conferences; maintains effective relationships with municipal and outside agencies; performs functions in administration of federal programs through coordination with municipal departments and outside agencies by understanding and interpreting federal guidelines and requirements.
Reads and interprets blueprints, technical drawings, and diagrams to determine proper interface configurations; prepares bid specifications and engineer’s estimate for project contracts; determines bid items and quantities for project contracts; performs calculations and prepares detailed geometric design of roadway projects; prepares designs of construction/related maintenance of traffic plans and construction phasing for inclusion in project plans.
Designs and coordinates the design of such power and control circuits as medium and low voltage switching gear and distribution systems, motor control and instrument circuits, and remote monitoring and control telemetering systems; reviews electrical plans and specifications for sewer project construction prepared by others for accuracy and completeness; develops and implements programs to minimize energy consumption and maximize electrical system efficiency.
Trains professional, sub-professional, technical, and clerical personnel; updates files, prepares plans and reports; reports and makes recommendations with respect to future projects and preventative maintenance programs, as required.
Determines information required for completion of project or construction plan; reviews plans/specifications and reports prepared by Florida Department of Transportation consultants.
Prepares construction and environmental permit applications, including actually filing, tracking and resolving of issues in order to facilitate overall construction process.
Approves or disapproves construction documents and communicates results to appropriate design professional (architect, engineer, etc.) in order to facilitate construction.
Advises public on environmental control and solid waste management rules and regulations to ensure compliance with same; locates and identifies problems in storm sewer lines and decides what remedy should be taken to fix problem.
Performs related work as required.
Considerable knowledge of: principles and practices of electrical engineering; federal, state and municipal rules, regulations, ordinances, and other pertinent documents; engineering developments and information related to electrical engineering, such as electrical design.
Ability to: coordinate and review the work of others engaged in electrical engineering assignments; plan, design and prepare complete engineering plans and specifications for major projects; read and interpret engineering plans and specifications; analyze engineering data and draw sound conclusions; prepare and submit detailed, clear and concise reports, both orally and in writing; train others in the assigned area; establish and maintain effective working relationships with employees, officials and the general public.
