Introduction

This is skilled work involving maintenance and repair of mechanical equipment.  Bargaining unit position.

Nature Of Work

An employee in this class is responsible for performing skilled assignments involving testing, maintaining, repairing, reconditioning, and replacing mechanical equipment such as pumps, boilers, and/or meters.  In most of the positions in this class, work is performed at a plant or related facility or in the field.  Under general supervision, employee performs tasks of average difficulty, in accordance with established procedures requiring the exercise of reasonable initiative and independent judgment.  At times, completion of assignments may require that the employee be exposed to hazardous conditions, such as high steam, temperatures, or voltages.  Work is reviewed while in progress and upon completion through consultation, reports submitted, and results obtained.

Examples of Duties

Inspects, maintains, and repairs buildings and working equipment at treatment plants or lift stations; participates in installations of new lift stations; performs pipe fitting work.  

Inspects meters for damage, tests for accuracy, and makes repairs as necessary; replaces broken meter boxes, glasses, and curb stops; removes and installs meters; raises low meters and meter boxes; installs portable meters and pressure recording gauges on fire hydrants; installs and services remote reading registers including wiring; tests meters for accuracy in the field; performs flow and pressure tests at meter and consumer’s spigot; flushes out meters and services.  

Checks for cross connection between municipal and private water systems; checks leaks when consumer complaints of high consumption are received; operates a light motor vehicle in performance of assigned tasks.  

Assists welder-metal workers; rebuilds meter cases by welding broken pieces together, re-drilling and re-tapping; makes and services various tools and equipment utilized by department; participates in training new employees in the shop; participates in locating buried water meters and mains.  

Applies lubricant to mechanical equipment; maintains record of lubrication; observes moving parts for safe operation and factors leading to possible breakdowns; removes, repairs, and/or replaces complete mechanical units or any part thereof such as gear boxes, and electric motors; uses and operates such tools and equipment as may be required to complete assignments; cleans tanks and replaces valves.  

Performs maintenance and repair on gasoline engines; fuels bypass and well-point pumps; changes oil in boilers; packs and repairs pumps; re-packs valves; checks equipment for major problems and reports need for repair to supervisor; keeps service records on each piece of equipment.  

Approves minor deviations in construction methods and practices which conform to established precedent in order to facilitate project completion.  

Assigns equipment and work to members to ensure they have needed resources; sets priorities to ensure work is completed.  

Operates citizen band radio or other communication device to communicate.  

Reads, interprets, and works from blueprints, diagrams, and schematics.  

Lays out and fabricates automotive body parts in order to perform body work on municipal vehicles.  

Mounts signal devices and wooden and concrete poles in order to facilitate traffic operations.  

Assists in the installation, maintenance, and repair of instrument systems used in various pumping operations.  

Estimates time requirements to complete projects.  

Performs work and responsibilities of immediate supervisor, when unavailable.  

Directs visitors to ensure that they arrive at the appropriate departments or service area.  

Repairs various hand tools such as rakes, hoes, shovels, and pitchforks for continuous use in field.  

Ensures that equipment and materials are secured to prevent theft, vandalism, etc.  

Checks fire extinguishers to determine if properly charged to determine need for refilling or repair.  

Places safety banners in road to warn drivers of potential problems.  

Operates microfiche/microfilm viewer/reader.  

Explains city policy and procedures to the public in order to answer questions or inform.  

Fuels cars and trucks so vehicles are ready for operations.  

Completes daily time/activity reports.  

Completes paperwork to facilitate the ordering of uniforms, supplies, material, etc.  

Gathers information and completes forms (accident reports, consumer complaints, claims).  

Installs various electrical/mechanical devices to facilitate proper operation.  

Installs various signs at previously unsigned locations to facilitate traffic operations.  

Operates and maintains shop equipment.  

Checks and prepares equipment to verify that equipment is ready for use; fuels cars and trucks so vehicles are ready for operation.  

Operates light and medium mechanical equipment.  

Installs posts, chains, flags, signs, and parking meters.  

Loads and unloads heavy items, including supplies, equipment, and materials manually in order to complete assigned duties.  

Performs cement work (setting, pouring, etc.)  

Breaks down and reassembles parking meters.  

Establishes priorities of work to be done.  

Proofreads own work to correct mistakes.  

Performs preventative maintenance and repairs on parking meters in the field and in the shop to keep in service.  

Calls Candy in order to report underground excavations/digging.  

Removes graffiti throughout the city.  

Discusses projects with other staff members in order to exchange information, coordinates activities, etc.  

Informs public of location of city facilities infrastructure and other engineering information from city drawings, archives, and aerial photographs.  

Installs remote reading registers including wiring on mechanical equipment to ensure proper operation of equipment.  

Calibrates meters.  

Performs related work as required.

Knowledge, Skills & Abilities

Working knowledge of:  standard methods, practices, tools, materials, and equipment of the mechanical trade; operation and maintenance of pumps, meters, and other mechanisms; occupational hazards and appropriate safety precautions; use and care of mechanical hand tools.   

Some knowledge of:  mechanical equipment inspection procedures and techniques; records and storekeeping methods.   

Ability to:  perform a variety of mechanical work as assigned; perform tasks requiring physical strength and endurance where required; detect malfunctions in mechanical equipment; read and understand charts and diagrams; establish and maintain effective working relationships with other employees and the general public.  

Skill in:  use and care of mechanical hand tools and equipment.

Minimum Qualifications

Graduation from an accredited high school or vocational school, including or supplemented by special courses in mechanics, and two (2) years of experience in servicing, maintaining and repairing mechanical equipment other than automotive; or an equivalent combination of training and experience.

Licenses or Certifications

Possession of a valid Florida CDL Class A w/airbrakes and combo unit driver’s license.

Comments

Employees may be required to work rotating shifts, including nights, weekends, holidays and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
