Plans, organizes and controls all phases of the work program for maintenance personnel; assigns employees to jobs based on what each is qualified to do; supervises all maintenance personnel in performance of duties; transports material and personnel to assigned work areas; maintains work schedules and log of work accomplished; checks the progress and quality of work performed.
Performs detailed building surveys to determine maintenance requirements; writes work orders on scheduled items; prepares estimated cost of repairs for budget purposes; receives work orders; estimates needed materials and orders; reviews bill for labor and material; inspects completed repairs prior to submitting for payment; makes final inspection on completed work.
Performs and supervises: electrical and/or plumbing repairs and installation, masonry and/or carpentry work, cutting and welding, lubrications; supervises and assists in cleaning and painting.
Performs carpentry layout work and assists in actual work as required; designs layouts, signs, and displays; cuts glass.
Checks all emergency repairs and decides what action should be taken; reviews work upon completion.
Directs janitorial services on city contracts; reviews work involving contracts with prospective bidders.
Maintains records of payroll for all maintenance personnel as well as records of sick leave and vacation schedules; keeps records of maintenance performed; maintains construction costs on various projects; maintains building files including labor tickets, purchase orders and contracts; updates billing catalog.
Communicates with higher level supervisors/managers on all important issues concerning performance of the maintenance department, i.e. additional employees, vehicles, equipment, promotions; coordinates daily work requests and special programs with all supervisors; consults with department heads and others regarding feasibility of proposed renovations and alterations.
Enforces and practices safety for all employees; ensures upkeep and proper use and care of all vehicles, tools, and equipment.
Performs related work as required.
Considerable knowledge of: maintenance, repair, and cleaning requirements of municipal buildings and facilities; methods, tools, and techniques used in maintenance and repair work related to assigned area; occupational hazards and appropriate safety precautions.
Working knowledge of: effective supervisory techniques.
Some knowledge of: basic records keeping.
Ability to: supervise, perform, and review a wide variety of assignments associated with the building maintenance and repair trade; interpret drawings and blueprints and estimate materials and manpower needed; maintain records and compile reports; establish and maintain effective working relationships with employees and the general public.
Skill in: use and care of hand tools, power tools, and other related equipment.
