Confers with user departments and makes field observations to determine vehicle and equipment specification needs; prepares and reviews specifications for new equipment purchases and attends vendor demonstrations; analyzes and tabulates bids to determine lowest bid meeting specifications; inspects new vehicles and equipment received to ensure compliance with required specifications; analyzes and determines the feasibility of vehicle and equipment modifications; inspects major modifications performed on heavy and off-road equipment.
Conducts inspections of major vehicle modification, new vehicle, new equipment, and materials.
Conducts field surveys; researches and develops specifications, files, records, product availability, catalogs, indexes, etc.; operates computer; arranges and conducts complete inspection of work performed by outside vendors; conducts field investigation of complaints; maintains logs, vehicle/equipment schematics for future analysis and reference.
Participates in the preparation, review, and updating of technical specifications used for the acquisition of vehicles and automotive equipment requested by city departments; acts as liaison between dealers and the city in determining availability and feasibility of acquiring various types of equipment based on departmental needs; processes request by city departments for vehicles and automotive equipment to include coordinating with the proper authorities on pre-bids, opening bids, tabulating, and determining lowest bid meeting specifications; provides training and assistance to other personnel in the preparation of specifications and the processing of vehicle and equipment requests; oversees activities of the unit in the absence and upon the request of the supervisor.
Researches information and prepares reports of findings.
Reviews invoices from contractors to ensure the City is being billed at the contract price; confers with user departments/representatives on vendor performance issues.
Attends meetings, committee and training functions as requested by the department; carries out special assignments as required.
Performs related work as required.
Extensive Knowledge of: governmental and general procurement methods and practices; computer technology and use.
Working knowledge of: materials and practices; research and report preparation methods; apparatus construction; automotive mechanics.
Ability to: perform research, analyze data and prepare technical reports; develop and maintain effective working relationships with department personnel, representatives of other agencies, and the general public.
