Conducts shift planning and scheduling meetings with district chiefs and airport chief; balances and adjusts initial manning of shift and equipment as necessary to ensure adequacy of resources for city wide, airport and harbor fire suppression and rescue and other public safety activities; balances manning and equipment changes during the shift.
Coordinates planning and scheduling to provide for in-service training and support needs; plans and schedules operations training and multi-company drills.
Responds to all multi-alarm emergencies within the city to ensure department personnel operate safely and effectively to quickly stabilize, contain and resolve hazardous situations; commands operations as needed.
Collaborates with district chiefs and others to: plan for fire watch and/or overhaul for major fires; plan for EMS and fire personnel needs for major city events; and review and discuss policies and procedures.
Reviews and approves pre-fire plans submitted by company officers; maintains familiarization with target hazards in downtown and port areas; meets with station officers to schedule activities, give management directions, inspect facilities and equipment, and evaluate readiness of personnel.
In absence of superior officer (e.g. after hours, weekends, holidays, etc.), assumes duties of managing all department activities.
Prepares reports and correspondence; assigns, develops, and evaluates staff; manages unit budget and work processes.
Perform related work as required.
Extensive knowledge of: principles and practices of modern firefighting, fire administration, organization and programs, and fire apparatus and equipment; modern developments, current literature, and sources of information relating to fire service administration.
Considerable knowledge of: emergency medical services, airport and port fire suppression and rescue, and fire training methods and procedures; modern management practices and procedures.
Working knowledge of: labor relations, including negotiations, contract administration and grievance processing.
Ability to: write and speak clearly and succinctly in a variety of communication settings; plan, assign, direct, and coordinate the work of fire service employees in a manner that promotes full performance; establish and maintain effective working relationships with city officials and employees, labor unions representatives, the media, and the general public; deal with public relations problems effectively, courteously and tactfully; plan, organize, and refine procedures; set clear objectives and measures and monitor process, progress and results; operate firefighting and light motor vehicles.
Graduation from an accredited college or university with a bachelor’s degree in fire science, fire administration or related field and five (5) years of progressively responsible fire experience including three (3) years of station officer experience; or an equivalent combination of training and experience.
