An
employee in this class is responsible for instructing law enforcement officers
and other personnel I the safe use and care of firearms and chemical weapons
and in laws and ordinances that pertain to their use. Under direction, the
employee supervises the operations and maintenance of the firing range and
related equipment. Work is of considerable difficulty requiring that safety be
maintained during training sessions and tournaments. The employee exercises
considerable initiative and independent judgment in planning, scheduling,
organizing, coordinating, and conducting training sessions, tournaments and
related activities both day and night. The employee is responsible for
performing activates as municipal police armor. Work requires the employee to
receive and account for ammunition, gun cleaning and firing range equipment,
and funds associated with range operations and maintenance. Tact and courtesy
are necessary in relations with those utilizing the range facilities. Work is
reviewed through conferences, observation, reports submitted, and results
obtained.
Plans,
schedules, organizes, and conducts training classes for law enforcement
officers and others; teaches effective, efficient, and safe use and care of
firearms and chemical agents; instructs law enforcement personnel in applicable
federal, state and local laws and ordinances regulating the use of deadly force
and the inherent discretionary authority, and civil and criminal liability
assumed by a police officer as well as in service training and related drills
and activities including high liability subjects; develops curriculum, writes
and distributes training information and memoranda; schedules employees and
conducts firearms qualifications and maintains related records.
Plans, schedules,
organizes, coordinates, and supervises firearms tournaments and matches and all
other activities held at the firing range for law enforcement officers and
other authorized to use the range; maintains liaison with user organizations to
coordinate activities at the range.
Supervises
the operation and maintenance of the firing range including reloading
ammunition, repairing and maintaining
target range equipment and facilities, and inventorying and reordering supplies
and equipment; receives, accounts for and issues ammunition to law enforcement
personnel and other for use on the range; collects and accounts for funds
received from sales of Tampa Police pistol and rifle club memberships,
ammunition, gun cleaning, and shooting
range equipment and accessories; conducts monthly inventories of equipment and
supplies; maintains records and makes reports
Perform
related work as required
Considerable
knowledge of: federal, state and local laws and ordinances
regulating the use of firearms, and the discretionary authority, criminal and
civil liability inherent therein; the maintenance, care and use of firearms
including revolvers, shotguns and rifles, both semi-automatic and automatic,
and the use of chemical agents such as tear gas and chemical delivery systems;
safety rules and regulations as related to the use of firearms and the
operation of a firing range; the care and maintenance of target range equipment
and facilities.
Working
knowledge of: municipal police organization and
activities; teaching principles and practices; Curriculum development and basic
record keeping.
Ability
to: care for and maintain firearms; plan, direct,
supervise and review the work of others. Teach others in practical and
classroom demonstrations situations; follow oral and written instructions;
maintain accurate records, and prepare and submit clear, concise and accurate
reports; establish and maintain effective working relationships with employees
and the general public.
Skill
in: the use and care of firearms, chemical agents
and chemical delivery systems. Designing training programs to achieve
objectives: presenting training courses.
Graduation from an accredited college or university with a bachelor’s degree, supplemented by two years of considerable experience in conducting firearms training and in operating and maintaining a firing range including responsible experience in a supervisory and/or teaching capacity.
Possession
of a valid Florida driver’s license.
Ability to be certified as an instructor by the National Rifle
Association. Possess ion of a Florida State Instructor Certificate.
